נשיא בית המשפט העליון לשעבר, מאיר שמגר, הגיש אתמול ליו"ר הכנסת, את המלצות הפורום לתיקון שיטת הממשל שהוא עומד בראשו. המלצות הפורום מבוססות, בין היתר, על קבוצת מחקר שהקים המכון הישראלי לדמוקרטיה, והן כוללות עשרה צעדים מרחיקי לכת לשינוי מבנה הדמוקרטיה הפרלמנטרית בישראל. בהמלצות: הגדלת מספר חברי הכנסת המכהנים ל-180, העלאה הדרגתית של אחוז החסימה ל-4% שתיצור שתי מפלגות גדולות על חשבון רסיסי המפלגות כיום, וצמצום גודלה של הממשלה ל-18 שרים ו-6 סגני שרים בלבד.

הנשיא בדימוס שמגר, האם אפשר לשכנע את חברי הכנסת לשנות את שיטת הממשל בישראל? האם ההמלצות שהגשתן ישימות, או שמדובר במהלך אקדמי תמים בלבד?

"ברור שהסמכות להכניס שינוי כלשהו לתוך הוראות החוק הנוגעות לרשות המבצעת או המחוקקת היא בידי הרשות המחוקקת בלבד. אנחנו עשינו את עבודת ההכנה כדי שהיא תהיה טיוטה של נושאים שתוצג לעיני האנשים המוסמכים לכך, לא מתוך התעלמות מכך שהם הם המוסמכים בלבד. זה דומה קצת לכך שניסחנו טיוטה של החוקה. ידענו שלא אנחנו נחוקק את החוקה כשכתבנו את המסמך. הדבר תלוי בחברי הכנסת בלבד. הם צריכים להשיב לאתגר הזה שאנחנו מציבים להם. לא הסתפקנו בהכנת הצעה של תיקונים בלבד, אלא דיברנו גם על המצב הקיים, שהוא בלתי משביע רצון ומחייב את התיקונים. אנחנו מקווים שחברי הכנסת ישתכנעו לא רק מן ההצעות אלא גם מן הרקע לדברים ויבינו שיש צורך בתיקונים. אני דוגל בקבלת התיקונים מתוך זה שאני מקווה שמדינת ישראל תשאף לכך ששיטתה תהיה המשוכללת ביותר והטובה ביותר ותביא למשילות הטובה ביותר. אני שואף לכך שמדינת ישראל תהיה לא רק אחת המדינות המדינות המערביות הדוגלות בדמוקרטיה פרלמנטרית, אלא גם בהגשמת מטרותיה של הדמוקרטיה".

ההמלצות שגיבשתם ניתנו היום בתקופה שבה הציבור חש אדישות וחוסר אמון כלפי מערכות השלטון. האם יישומן של ההמלצות ישפר את אמונו של הציבור כלפי הרשויות במדינה?

"אי שביעות הרצון שחלק מהציבור חש מטיב פעולתן של הרשויות נובעת מכך שאין מימוש להחלטות שמתקבלות ואין מענה לבעיות של הציבור. אנחנו מגישים הצעות שיש להן מטרה מסוימת. בין היתר, הכוונה שלנו היא להביא לידי כך שבתוך הכנסת יהיו שני גושים גדולים שיכילו לא רק את מצביעי המפלגות הגדולות הקיימות, אלא גם את אלה שיכולים ליצור יחד אתן מערכת, שלפי גודלה ומשמעותה תהיה לה יכולת משילות או יכולת אופוזיציונית. העובדה שהציבור מביע היום אי אמון בפוליטיקה נובעת מתסכול מסוים שיש להם, כשיש דברים שהם דורשים שיתממשו ויתבצעו, וזה לא קורה. הדרך היא להיטיב את יכולת המשילות ויכולת הפעולה של הרשויות. התקווה היא שההסתייגות מהפוליטיקאים, שנוצרת בגלל אי עשייה בתחומים האלה יפוג כשהדברים ייעשו בצורה בדוקה יותר וטובה יותר. לשם כך דרושים שני גופים מרכזיים בכנסת כמו במדינות דמוקרטיות אחרות".

האם אתה לא חושש שיצירת שני גושים גדולים תבוא על חשבון מפלגות קיימות? שקולו של המיעוט לא יישמע? ספק אם מרצ, הבית היהודי או הסיעות הערביות יצליחו להכניס נציגים לכנסת או להשתלב בתוך הגושים הגדולים.

"לדעתי, כשאדם מצטרף לגוש מסוים, מתוך קרבה מסוימת לרעיונות הגוש, לא צריכה להישלל זכותו להביע את דעתו האישית, המסתייגת. במקרים כאלה לא צריכה להיות פרישה מהסיעה לשם הקמת רסיסי גופים קטנים שהשפעתם קטנה מאוד גם בקואליציה וגם באופוזיציה. מה קורה היום? הדמוקרטיה שלנו מבקשת לשמור על מגוון הדיעות בתוך הציבור, אבל זה נעשה בצורה קיצונית מדי עם 12, 13, 14 מפלגות. אי אפשר ליצור כך מבנה של משילות".

ומדוע, אם כן, לא החלטתם לחזק את מעמדו של ראש הממשלה על פני הכנסת והעדפתם לחזק דווקא את המפלגות? מדוע דחיתם את הרעיון לכונן משטר נשיאותי?

"ראש הממשלה, על פי האמרה הרומית הוא פרימוס אינטרפרס, ראשון בין שווים. בשיטה של דמוקרטיה פרלמנטרית, אי אפשר להעניק סמכויות יוצאות דופן לאדם שאינו יכול להביא להזדהות של הציבור עם ההשקפה שלו. אני מסתכל על המציאות הקיימת. הרוב המכריע של המדינות הדמוקרטיות בעולם המערבי הן בעלות שיטה של דמוקרטיה פרלמנטרית. אני חושב שהשיטה הנשיאותית של ארה"ב נוצרה בעיקרה בגלל המבנה המיוחד של 13 המושבות שגדלו כיום, והרצון של המושבות הראשונות ליצור איזון מסוים. המנטליות שלנו שונה, המסורת שלנו שונה. אנחנו שייכים למשפחת העמים שיש להם תפישות אירופיות של הדמוקרטיה. היום, הדמוקרטיה הפרלמנטרית זכתה לחיקוי לא רק על ידי הדמוקרטיות המערביות, אלא גם המזרחיות שהיו בשלטון ברית המועצות: ברומניה, הונגריה, פולניה, ליטא ולטביה".

האם אתה מעריך שהכנסת תוכל לאמץ את ההצעה שלכם כלשונה?

"אנחנו לא דורשים זכויות יוצרים, וגם לא שיאמצו את דברינו מלה במלה. אנחנו מציעים דברים הגיוניים ורציונליים. אין לי טענה אם חברי הכנסת יגיעו למסקנות שונות, זה לא בידינו. זה גוף עצמאי והוא המוסמך לקבל את ההחלטות בנושא".

במושב הכנסת החולף קודמו חוקים שונים המנסים לעקוף פסיקות של בית המשפט העליון. האם אתה צופה שהעימות בין החקיקה לבין פסיקות בג"ץ ייפסק, או שהמתח בין שני הגופים יוסיף להתקיים?

"לדעתי, בתחום הזה לא צפויה רגיעה. הבעת הדיעה העצמאית של הרשות השופטת היא נכס צאן ברזל ואני לא חושב שזה ישתנה. זה לא שונה ממדינות אחרות. הגישות שונות בין בית הנבחרים לבית המשפט הן דברים שאתה נתקל הם גם בארה"ב וגם בדמוקרטיות מערביות אחרות. טוב לנו שלבית המשפט יש דיעה והוא יכול להביע אותה. תמיד החקיקה היא העליונה. אם אתה רוצה להבטיח שחקיקה תלבש לבוש מסוים, אתה יכול לעשות זאת רק באמצעות חוקה".

Sephardim 1492- sfu

It is a well-known fact that in 1492 after nearly 800 years of war, the Christian troops of Isabel de Castilla and Fernando de Aragón conquered the city of Granada and put an end to Muslim dominion in Spain.  It is also well-known that that same year, the Reyes Católicos, eager to foster political and religious unity, expelled those Muslims and Jews who did not accept conversion to Christianity.

Although the majority of Sephardim Jews left right away, during the next centuries Spain saw a constant emigration of well-educated professionals of Jewish descent.  These professionals left Spain for the Protestant nations of Central and Northern Europe thinking that they might find in them a greater religious freedom.  Some of them did, some did not.  For instance, in 1697 the Sephardim community of Hamburg left for Denmark and Holland as a result of the extremely high taxes that they were expected to pay.

What characterizes the Spanish Jewish community, besides the zeal to uphold their own Jewish traditions and keep their language, is a movement to show that they are “men of their times,” knowledgeable in all recent technological and philosophical advances.  These Jews are well-versed in Greek and Latin, medicine, mathematics, astronomy and astrology and use any occasion to show that. 
A representative of this community is Jacobo Rosales (1588-1662), who describes himself as Jewish, doctor in Mathematics, Philosophy and Medicine.  Rosales wrote poetry in Spanish, Portuguese and Neo-Latin to expound his theories about the human and divine knowledge as well as in praise of his friends and colleagues.  We have a letter from Rosales under his real name Manuel Bocarro y Francés directed to the Prince Elector of Braunschweig, dated in Hamburg on the 12th of August 1644.  In the letter Rosales explains how he was in the service of the king of Spain for 22 years as a teacher of mathematics to the king’s brother and hopes that now the prince would subsidize the publication of his next mathematical - astrological treaty.  The presence of a Jew at the court of the King of Spain about 150 years after supposedly there were no Jews in Spain, certainly puts the society of the time in a different light.  It is also amazing that Rosales would look for religious freedom in the unstable Germany of the  Thirty Years War.  Certainly, Rosales was an ingenious and resourceful man, able to make his way in an ideologically, religiously and socially very changeable world.  His poetry offers good examples of a newly created mythology “replete with fresh martyrs and heroes – a second Moses, a Jewish Apollo, a new Isaac.  It is an attempt to guide the forgotten sons of the Israelites into a renewed preeminence.”[1] 
The Epos Noeticon sive Carmen Intellectuale is a long poem (340 verses) in which Rosales describes how all knowledge was given to men by God.  In spite of the title, it is not sure whether Rosales had any knowledge of Greek, but certainly his Latin is outstanding.  The poem is written in elegiac meter, the prosody is based in alternation of short and long syllables and with only small exceptions Rosales follows strictly the Classical Latin prosodic patterns.  The poem is intended to defend the Jewish faith at a time of religious wars in Europe.  Although he thinks that the Greeks were in error, he adopts Platonic ideas in explanation of the structure of the world and considers that through wisdom men achieve immortality, for this is a link with God and the time previous to the expulsion from paradise.  The Carmen Intellectuale is a very religious poem with a mention of God (simply Deus, or Omnipotens, Rector Poli, Tonans) at least once every ten lines.  However, Rosales’ ideas could hardly stand any trial of orthodoxy, either Christian or Jewish.  From the epithets given to God we see how he continues medieval Judeo-Christian traditions as well as pagan ones.  The tradition of religious poems follows a general tendency in baroque aesthetics and especially in Counter-reformation Spain, where many of the most important poets of the time wrote poems to God or about God, praising God’s marvelous creation, asking for forgiveness of sins or declaring their love to God. 
The Epos Noeticon is divided into ten sections.  It starts by describing the beginning of the world without sin.  There was knowledge because God opened the door of wisdom to human beings.  Ignorance came into the world as an act of rebellion and arrogance.  Only Abraham remained faithful and obedient to God, which implies that only the Jews can achieve true knowledge because they recognize their dependence on God.  After the fall, knowledge disappeared and man has to work in vain to achieve it.  A confirmation of the fruitlessness of the work is the religious wars of Europe.  For Rosales these wars are a result of the truth having lost its legitimate place to the false opinions (dogmata falsa).  Non est, qui agnoscat verum, antisophismate mundus/ obruitur falso (45-46) "There is no one who recognizes the truth, the world falls apart because of the false antsophisma "- complains Rosales bitterly.  From the darkness, comes ignorance and death: Hinc sectae venere omnes sub Palladis umbra / quae se interficiunt dogmate, et ense suo. / hincque superstitio et fidei simulatio fictae, / ausa, loco Domini, ponere turpe Nihil. (55-58) – "From this all the cults came under the shadow of Pallas, cults which kill each other with dogma and sword.  From this superstition and simulation of fictitious faith arose, and they dare to put a shameful Nothing in God's place.
Although some verses above God was associated with the pagan world through the use of the epithet Tonans, now that same pagan world is associated with the darkness of the wrong knowledge that gives birth to cults. Rosales sees a reason for all this darkness in the individualism that makes man trust in himself rather than in God.  How much of this is a criticism to the individualistic tendencies rising up in the Protestant countries?  And if it is a criticism to those tendencies, what is Rosales doing in Hamburg?  With the present chaotic situation, the author contrasts the faith of Abraham who did not trust his own mind (qui menti haud fidens propriae, 69).  Again he continues attacking rationalism some verses later  [Gigantes] omnia librari propria ratione trahuntur, 83 "The Giants try to solve everything with their own mind. " The scholars who have abandoned the faith of Abraham are compared to the Giants, perhaps those who attempted to attack Olympos, perhaps those at the beginning of the world (Genesis 6:4).  Only obedience to the old covenant guarantees knowledge. The Jewish character is evident throughout, but his life among Christians makes him speak of the law as Haec lignum est vitae aeternae (135) – haec est quae absterget peccatum ab origine vestrum / restaurans hominem, conciliansque Deo (137/8).  "This is the wood (cross) of eternal life, this is what cleanses your original sin, restoring man and conciliating him with God."  The Christian phraseology is evident in these verses, just as in verse 145 when he speaks of Sanctus Jacob as the father of the Jewish people.  Another Sanctus Jacob, however, comes to mind: Santiago or Saint James, patron saint of Spain.  It is not a coincidence that Rosales mentions Jacob with the epithet of saint after using the Christian terminology.  In the same confusing manner, Rosales talks in verses 115 – 127 about God’s marriage with his wife, the Jewish people, but it could also be interpreted as Jesus’ marriage with the church, the new covenant.  Rosales continues with a reference to the oral tradition as well as the written one.  154-7: Lex ori, scriptae vox, quasi lingua, datur:/ lex oralis adest, oris quae crimina solvat,/ quae corpus reddat Mentis ubique capax,/ haec est, scriptura, quae nobis explicat alta/ secreta.  "The law is given to the mouth, to the written [law] a voice, as it it were a language.  The oral law is present to undo the crimes of the word, to render the body entirely able to serve the mind. This law is the scripture which explains to us the deep secrets."  Is Rosales commenting on the Protestant principle of Sola Scriptura?  Or is he acknowledging his own Talmudic tradition?  Towards the second half of the poem, Rosales criticizes Greek philosophy.  He asserts that the Greek scholars made the waters of knowledge ugly with their profound errors and now the gigantic little scholars (giganteos sciolos 211) follow them.  The Jews alone are free from this error.  This criticism, however, takes place right before Rosales uses Neo-Platonic philosophy to explain why there are innate ideas in man.  The internal principle of knowledge carries the image of God.  Rosales talks about images, ideas and species as an immanent principle of knowledge that was sown by God in human minds.  The original sin was responsible for the cessation of infuse knowledge and from then on humans could only perceive shadows but the law and the tradition give form to what is true and what is good.  Rosales continues the scholastic tradition and as he unites faith with philosophy, he concludes that the sacred law produces life and by bringing forth knowledge it also produces health (or maybe salvation?) (285- 6: quapropter Lex sancta potest producere vitam,/ nam sapere adducens, est quoque vita, salus.)  In conclusion, knowledge brings life, but knowledge is only attainable through obedience to God’s law.  Men who do not abide by God’s law have lost the privilege of knowledge and also of life.  Rosales concludes his poem with the hope that the Muse may remember his words and in a very baroque world conception he finishes: stat sua cuique Dies, non fato, ast undique factis,/ Terminus his vitae, et pendet ubique necis.  "There is a day for everyone, not by destiny, but by the actions anywhere,/ this is the end of life.  Death awaits everywhere."
Rosales’ identification  as Jew at the beginning of the poem is then a way of self-promotion and a warranty of him speaking the truth.  This is one of only a few of his works that he starts by mentioning his Jewish background.  The poem attempts to strengthen the whole community, affirming their God-chosen character and their intellectual superiority.  It is probably a work directed to the community of Sephardim Jews in the northern countries and not to a general public.  Most of his poems have a concrete addressee, this one mentions a Beverovicus at the very end, but this person has not been yet identified.  The name seems rather East European, which could be an indication of an attempt to contact the Ashkenazi Jews, since relations between Sephardim and Ashkenazi do not seem to have been very cordial at many times.  The poem paraphrases in part the Biblical books of Wisdom and Ecclesiasticus, accepted as part of the canon by the Jewish and Catholic traditions, but not by the Protestant one.  However, the poem was composed in Protestant Hamburg.  It is possible that the poem was meant to be read only by his own Sephardim community, but if so, why write in Latin and not in Spanish?  The use of Latin implies not only a desire to show his own intellectual abilities, but as well probably a desire to be read by members of the non-Jewish intellectual community, perhaps in the hope that his fellow intellectuals would realize the truth of the Jewish faith amid the Catholic-Protestant conflict.

Another of Rosales’ poems in Neo-Latin,the Sapphic Ode , is very different in character.  It is a poem in praise of his colleague Zacutus from Portugal of whom we have an autographic letter from Amsterdam in 1637.  The poem is composed in Sapphic meter, again following very strict metrical patterns.  There are abundant references to Greek mythology with the intention to equate Zacutus to prominent Greek characters or even make clear that he has surpassed them.  The poem starts and ends with an invocation to the Muse, Clio, and also ends with a kind of seal, the sphragis, of Greek lyric poetry.
Ergo mi Clio, cane, plectra sume, dic virum tantum, dominum, ac amicum tolle magnatem, sapientem, ametque ipse Rosalem.  – "therefore, for me, Clio, sing, take up the lyre, tell about such a man, lord, and friend, in such a way magnificent, wise  and that he may love Rosales."
The poem uses a mythological background to express Zacutus’ advances in medicine.  Apparently, a new type of fever broke out and only Zacutus was able to avert it with his new approach.  Rosales insists on the newness and that is why he describes Zacutus as Apollo, who was able to stop Phaeton from burning the earth.  The topic of Phaeton was common in Baroque literature.  There is a long poem on the theme by Juan de Tassis (1582 –1622), contemporary of Rosales and well-known poet at the court of Spain, with whom Rosales might have been acqainted, as we can see in the correspondence of certain images and verses.  What characterizes Rosales is that he uses the myths not just by themselves, but to contradict them using the personal experience, much like for instance Ovid in his Tristia.  The mythological knowledge and background is necessary to present himself as a man of the times, however, Rosales is very conscious and defensive of his own culture.  That is why he insists on the newness and new responses to the situations.  As much as Rosales knows the poetic conventions and the myths, so Zacutus knows the traditional medicine: Galen, Celsus, Arabic physicians.  But Zacutus is superior to all of them because he was able to solve the new challenge, so is Rosales superior to other poets, because in his poetry, he is able to unite the myths with reality.  His poem is not a poem about how Phaeton endangered the earth, but how the fever was successfully healed by Zacutus.  In Rosales’ production in honor of his colleagues, there is a mixture between daily medical procedures and mythology, between practicality and culture.  For instance, Rosales has a sonnet in which he praises Zacutus as the new Pelops and also because he can cure the pains of a constipation.

Rosales’ poems fall on the general tendencies of Spanish poems of his times, however, he tries to be original and create a new language that responds to the needs of his own community of Sephardim Jews, but also to the needs of the very selected group of physicians and philosophers of which Rosales was member.

Washington--The disclosure of Iran’s secret nuclear plant has changed the way the West must negotiate with Tehran. While worrisome enough on its own, the plant at Qum may well be the first peek at something far worse: a planned, or even partly completed, hidden nuclear archipelago stretching across the country.

The Qum plant doesn’t make much sense as a stand-alone bomb factory. As described by American officials, the plant would house 3,000 centrifuges, able to enrich enough uranium for one or two bombs per year. Yet at their present rate of production, 3,000 of Iran’s existing IR-1 centrifuges would take two years to fuel a single bomb and 10 years for five weapons. This is too long a time frame for the American assessment to be feasible. To build one or two bombs a year, Iran would have to quadruple the centrifuges’ present production rate. (While this feat is theoretically within the centrifuges’ design limits, it is not one Iran has shown it can achieve.)

Perhaps Iran was planning to install more efficient centrifuges at the plant, like a version of the P-2 machine used by Pakistan. These could fuel a five-bomb arsenal in just over a year. But while we know Iran has tested such machines, there is no evidence that it can make them in bulk.

Regardless of the machines used, it would take a couple of years at the front end to get them installed. Iran would be looking at three to five years of high activity at the site, during which the risk of discovery would skyrocket.

Clearly, the new plant makes more sense if it is one of many. If Iran built a second plant of the same size as the Qum operation and ran them in tandem, the production times described above could be almost halved. And if Iran had a string of such plants, it would be able to fuel a small arsenal quickly enough to reduce greatly the chance of getting caught. This would also limit the damage if one site were discovered or bombed, because its loss might not affect the others. Such a secret string of plants, however, would probably require a secret source of uranium. Intelligence agencies have been looking for such a source; the Qum discovery should be a signal to increase their efforts.

The Qum plant might also be linked to Iran’s known enrichment plant at Natanz, which is under inspection by the International Atomic Energy Agency. Natanz has a stockpile of uranium that is already enriched partway to weapon-grade. By feeding this uranium into the new Qum plant, Iran could fuel one bomb in about seven months, even at the present low production rate. If the rate were quadrupled, as Washington is projecting, the plant could fuel a five-bomb arsenal in less than a year.

But because the Natanz plant is being watched over by international inspectors, diversion of its material would probably be detected. The question is whether Iran might chance it, deciding that its production rate was high enough to give it a nuclear deterrent before other countries could organize a response to the diversion.

Having begun the Qum plant to supply a bomb’s fuel, wouldn’t Iran also create what’s needed to produce the rest of the bomb’s components? This means laboratories to perfect nuclear weapon detonation and workshops to produce the firing sets, high-explosive lenses and other necessary parts. Although there is plenty of suspicion that such sites exist, Iran has not admitted having them.

All must be found. When talks begin in Geneva tomorrow, there should be little concern with the formerly dominant question of suspending enrichment at Natanz. Rather, Iran must be made to produce a complete map of its nuclear sites, together with a history of how each was created and provisioned.

This means getting access to scientists, records, equipment and sites. It is a lot to ask, and we may not have the leverage to get it. But anything less will provide no protection against what we now know is Iran’s determination to build the bomb.

25 Mar.: Israel's AMAN military intelligence director, Maj. Amos Yadlin informed the Knesset foreign affairs and security committee Wednesday, March 25, that Iran is only months away from a capacity to make a nuclear bomb and has attained a warhead capability. Yet Tehran has decided not to cross the threshold for two compelling reasons, outlined by DEBKAfile's military sources:

1. They are waiting to stockpile an arsenal of 10 to 12 bombs and warheads for which they are short of enough enriched uranium.

2. Undeterred by fear of an American or European attack, Iran's leaders are waiting to see what rewards US president Barack Obama has to offer them for improving Washington-Tehran relations. If the American incentives fall short, Tehran will then push forward with its nuclear weapon.

In his briefing, Yadlin avoided pointing out that Obama's projected rewards would be at the expense of Israel's strategic standing or even its military might. This has prompted the sharply conflicting US and Israel intelligence evaluations of the point at which Iran's nuclear bomb program stands now.

Young Egyptian women are using blogs and online radio stations to beat the censors and to fight for equality.

Despite making up only 24% of the workforce in Egypt, 30% of women use the internet.

But it is the middle and upper classes that have really taken to the internet as an alternative way to discuss topics and exchange information and air what many conservatives would consider to be radical views.

Often exploiting the anonymity afforded by the internet they tell personal stories, share political and cultural views, post favourite pictures, and talk about their daily frustrations.

What can I do?

Egyptian blogger Dalia Ziada called on Saudi Arabia to end what she considers discrimination against young Muslim women, in a campaign timed to coincide with the Prophet Muhammad's birthday.

"I am not allowed to do Omra [a lesser pilgrimage to Mecca]! Why? Because I am a young woman under the age of 45! The only solution for me to get to my beloved Prophet's land is to be accompanied by a male chaperone. My mother is not enough!!" says Dalia.

"Do you know what a male chaperone is? A first-degree male relative: father, brother, husband, or son! I am in a big trouble, then.

"My father is dead, my two brothers are not interested and I cannot afford to pay for their tickets. I do not have a husband and of course I do not have a son! What can I do, now?" she says.

Obsession with virginity

Another blogger who wanted to remain anonymous, writes about her past as a drug addict and has criticised what she calls Arab society's "continuing obsession with female virginity.

"My blog is a way to remind myself that I am not alone, Even if no one reads it, I would still keep writing," she says.

Another significant way in which the blogosphere is being used to change Egyptian society is that it is one of the few public spaces in Egypt where men and women are represented more-or-less equally.

It makes collaboration on social issues possible between men and women.

Subjects that are taboo on the street can be discussed online.

They discuss issues such as sexual harassment, which is often pigeon-holed in Egypt as a "woman's problem".

Radical radio

Egyptian women are also putting themselves on the map of audio blogging, which is a cheap and censorship-free growing web trend.

Banat wa Bas or "Girls only" is the first online Arabic radio station entirely run by women and which addresses their issues. It is one of a growing list of online stations that have sprung up in Egypt including Horytna (Our Freedom) and Teet (an Arabic reference to the censor's "beep").

Banat wa Bas was started by a 25-year-old computer science graduate, Amani Tunsi, who was frustrated with how women are treated in Egyptian society.

"We are almost not living. If you are always at risk of being sexually harassed everywhere, What kind of life is this? " she asks.

Banat wa Bas currently offers listeners a variety of shows, including Mosh Kol al-Teir, which is an Egyptian proverb ("Not all the Birds") to say not all girls are easy to fool. The show revolves around the tricks used by Egyptian men to pick up women.

Banat wa Bas is not afraid to let its contributors express opinions about what is in the news, and they can get away with it because using the internet means they can steer clear of government censorship.

The chapters are dedicated to each of the habits, which are represented by the following imperatives:

  1. Be Proactive. Here, Covey emphasizes the original sense of the term "proactive" as coined by Victor Frankl. You can either be proactive or reactive when it comes to how you respond to certain things. When you are reactive, you blame other people and circumstances for obstacles or problems. Being proactive means taking responsibility for every aspect of your life. Initiative and taking action will then follow. Covey also shows how man is different from other animals in that he has self-consciousness. He has the ability to detach himself and observe his own self; think about his thoughts. He goes on to say how this attribute enables him: It gives him the power not to be affected by his circumstances. Covey talks about stimulus and response. Between stimulus and response, we have the power of free will to choose our response.
  2. Begin with the End In Mind. This chapter is about setting long-term goals based on "true north" principles. Covey recommends formulating a "personal vision statement" to document one's perception of one's own vision in life. He sees visualization as an important tool to develop this. He also deals with organizational vision statements, which he claims to be more effective if developed and supported by all members of an organization rather than prescribed.
  3. Put First Things First. Here, Covey describes a framework for prioritizing work that is aimed at short-term goals, at the expense of tasks that appear not to be urgent, but are in fact very important. Delegation is presented as an important part of time management. Successful delegation, according to Covey, focuses on results and benchmarks that are to be agreed upon in advance, rather than prescribed as detailed work plans.
  4. Think Win/Win describes an attitude whereby mutually beneficial solutions are sought that satisfy the needs of oneself, or, in the case of a conflict, both parties involved.
  5. Seek First to Understand, Then to be Understood. Covey warns that giving out advice before having empathetically understood a person and their situation will likely result in rejection of that advice. Thoroughly reading out your own autobiography will decrease the chance of establishing a working communication.
  6. Synergize describes a way of working in teams. Apply effective problem solving. Apply collaborative decision making. Value differences. Build on divergent strengths. Leverage creative collaboration. Embrace and leverage innovation. It is put forth that when synergy is pursued as a habit, the result of the teamwork will exceed the sum of what each of the members could have achieved on their own. “The whole is greater than the sum of its parts.”
  7. Sharpen the saw focuses on balanced self-satisfaction: Regain what Covey calls "production capability" by engaging in carefully selected recreational activities.

Eight people were killed and nine others were wounded Thursday evening when terrorists infiltrated the Mercaz Harav yeshiva in the Kiryat Moshe neighborhood in Jerusalem, police said.

Three of the injured were listed as being in serious condition and taken to Hadassah Medical Center in Ein Karem, while the other six were lightly hurt and taken to Sha'arei Tzedek Medical Center. One of the injured is 15 years old. MDA declared the incident a "multiple casualty event."

Jerusalem District police chief Aharon Franco said the terrorist entered the yeshiva, pulled out an automatic weapon from his bag and began firing in all directions.
An Israel Defense Forces paratrooper who had his weapon with him engaged the terrorist in a gun battle, and two police detectives who arrived on the scene also fired at the assailant. The terrorist was killed in the incident.

Security officials said the terrorist was a resident of East Jerusalem.

An organization calling itself "Galilee Freedom Battalions - the Martyrs of Imad Mughniyeh" took responsiblity for the attack, according to Hezbollah's Al-Manar television. The veracity of the claim was not clear.

Hezbollah has vowed to avenge last month's assassination of its terror chief, Imad Mughniyeh, in Damascus. The organization has blamed Israel, which has denied any role in the killing.

A large number of security and emergency medical personnel arrived on the scene, with some 50 ambulances summoned.

Police and Israel Defense Forces troops searched the complex and the surrounding area for nearly two hours in order to determine whether a second or possibly third terrorist was still holed up inside the yeshiva or had fled.

The evacuation of the dead and wounded was delayed due to the searches.
MK Eitam to Arab MKs: One day we'll expel you from Israel
Tempers flared yesterday in the Knesset when National Union MK Effi Eitam told Arab MKs that "one day we will expel you from this house, and from the national home of the Jewish people."

Eitam expressed his anger at Tuesday's rally in Umm al-Fahm, where demonstrators chanted slogans calling Israel "a Zionazi state" and urging "Gaza martyrs" to carry on with their struggle.

"No sane democracy can put up with acts of treason during wartime," Eitam said.

"We have to drive you out, as well as everyone else who took part in yesterday's unruly, reckless and treacherous anti-Israel diatribe."

Balad's leader, MK Jamal Zahalka, heckled him in turn: "You're a madman, a miserable character, a racist," and was ejected from the debate.

Ra'am-Ta'al MK Taleb El-Sana said Eitam should be imprisoned and court-martialed for his conduct as a senior officer in the Israel Defense Forces during the first intifada.

"He advocates the expulsion of Israeli citizens," he said. "Eitam belongs in the ash heap of history."

Eitam said in response that he did not call on an expulsion of the Israeli Arab community entirely, only Arab MKs and those who participated in Tuesday's rally.

EU court upholds Microsoft's $613M fine

A European Union court on Monday dismissed Microsoft Corp.'s appeal against an EU antitrust order that ordered it to share communications code with rivals and sell a copy of Windows without Media Player.

It also upheld a $613 million fine — the largest ever levied by EU regulators.

The EU Court of First Instance ruled against Microsoft on both parts of the case, saying the European Commission was correct in concluding that Microsoft was guilty of monopoly abuse in trying to use its power over desktop computers to muscle into server software.

It also said regulators had clearly demonstrated that selling media software with Windows had damaged rivals.

"The court observes that it is beyond dispute that in consequence of the tying consumers are unable to acquire the Windows operating system without simultaneously acquiring Windows Media Player," it said.

"In that regard, the court considers that neither the fact that Microsoft does not charge a separate price for Windows Media Player nor the fact that consumers are not obliged to use that Media Player is irrelevant."

But it did overturn regulators' decision to appoint a monitoring trustee to watch how Microsoft had complied with the ruling, saying the Commission had exceeded its powers by ordering Microsoft to pay for all the costs of the trustee.

Microsoft can appeal the decision to the EU's highest court, the European Court of Justice, within two months.

The Commission immediately said it welcomed the ruling, without giving details.

The European Committee for Interoperable Systems called the ruling a good result.

"It's a very good day, for it signals that there will be fair competition for the sector," said Maurits Dolmans, a lawyer for the group.

In its 248-page ruling, the court upheld both the Commission's argument and its order for Microsoft to hand over information on server protocols to rivals. Microsoft had claimed these were protected by patents and the Commission was forcing it to give away valuable intellectual property at little or no cost.

The court confirmed "that the necessary degree of interoperability required by the Commission is well founded and that there is no inconsistency between that degree of interoperability and the remedy imposed by the Commission.

Darwish is considered to be the most important contemporary Arab poet working today. He was born in 1942 in the village of Barweh in the Galilee, which was razed to the ground by the Israelis in 1948. As a result of his politi-cal activism he faced house arrest and imprisonment. Darwish was the editor of Ittihad Newspaper before leaving in 1971 to study for a year in the USSR. Then he went to Egypt where he worked in Cairo for Al-Ahram Newspaper and in Beirut, Lebanon as an editor of the Journal “Palestinian Issues”. He was also the director of the Palestinian Research Center. Darwish was a member of the Executive Committee of the PLO and lived in exile between Beirut and Paris until his return in 1996 to Palestine. His poems are known throughout the Arab world, and several of them have been put to music. His poetry has gained great sophistication over the years, and has enjoyed international fame for a long time. He has published around 30 poetry and prose collections, which have been translated into 35 languages. He is the editor in chief and founder of the prestigious literary review Al Karmel, which has resumed publication in January 1997 out of the Sakakini Centre offices. He published in 1998 the poetry collection: Sareer el Ghariba (Bed of the Stranger), his first collection of love poems. In 2000 he published Jidariyya (Mural) a book consisting of one poem about his near death experience in 1997. In 1997 a documentary was produced about him by French TV directed by noted French-Israeli director Simone Bitton. He is a commander of the French Order of Arts and Letters.

Muhamoud Darwish is the winner of 2001 Lannan Prize for Cultural Freedom. The prize recognizes people whose extraordinary and courageous work celebrates the human right to freedom of imagination, inquiry, and expression. As defined by the foundation, cultural freedom is the right of individuals and communities to define and protect valued and diverse ways of life currently threatened by globalization.

In the words of poet Naomi Shihab Nye. Mr. Darwish is “the Essential Breath of the Palestinian people, the eloquent witness of exile and belonging, exquisitely tuned singer of images that invoke, link, and shine a brilliant light into the world’s whole heart. What he speaks has been embraced by readers around the world – his in an utterly necessary voice, unforgettable once discovered.”

Mr. Darwish published his first book of poetry, Leaves of Olives, in 1964, at the age of 22. Since then, he has published more than twenty poetry books, including The Adam of Two Edens, Mural, Why Have you Left the Horse Alone, and Eleven Planets. The University of California Press has published his prose work, Memory For Forgetfulness. In 2000, Gallimard published the latest French anthology of his work and, in 2002, a new English translation of Mr. Darwish’s Selected Poems will be published in the United States.Among his accomplishments is the 1969 Lotus Prize and 30 compilations of poetry and prose.

Over the past few months, Anglo-Jewry has become increasingly aware of the discrimination against Israeli Arabs — or Palestinian Arabs, as they now prefer to be called. The Abraham Fund, which promotes Israeli-Palestinian Arab dialogue, launched a UK branch earlier this year. The Pears Foundation brought community leaders and Israeli Jewish and Arab experts together in March, to discuss how best to increase funding to Palestinian Arabs. And the UJIA’s CEO, Douglas Krikler, admits there is real urgency about the Palestinian Arabs’ situation.

They are one of the poorest sectors in Israel’s economy and neither contribute to nor benefit from Israel’s consistent growth. The discrimination against them is the culmination of nearly 60 years of betrayal of Palestinian Arabs. Asking “what is this to us?” is rather like the Simple Son at the Passover. It should be a matter of concern to all Anglo Jews.

Israel’s Declaration of Independence included a promise to the Palestinian Arabs that they would “play their part in building the State on the basis of full and equal citizenship and due representation in all its institutions”. Instead, there has been persistent discrimination, the stain of which Israel must remove.

From 1948-66, the bulk of the Arab population lived under Israeli military administration. The Naqba — the tragedy, as Palestinian Arabs call the War of Independence — delivered a national concussion from which they were unable to recover until after military administration ended. Yet even then, higher education, jobs, housing and municipal services all were and are inadequate and hard to access. Mass land expropriations in 1976 only exacerbated matters, and villages — a misnomer for townships of 20,000 plus — were placed under curfew whilst their land was seized.

No one should be surprised that Palestinian Arabs, watching Jewish settlement expansion in the West Bank, fear being squeezed out of what remains of their own land.

Demonstrations in support of the Palestinians lead to the October 2000 tragedy, in which 13 Palestinian Arabs were killed in riots. Seven years later, no Israeli has been sentenced for their part in the loss of lives.

Worst of all, Israel is actively trying to create a Jewish majority in the Galilee, where at the moment, 52 percent of the 1.149 million residents are Palestinian Arabs. The Galilee and Negev redevelopment plan first published in November 2004 totalled £2.09 billion. Palestinian Arabs have not had enough of a voice in this strategy. Over the past year, ex-Gaza settler families were offered £11,220 to resettle in the Negev or the Galilee. In June 2005, a conference in Carmiel discussed the details of the Galilee re-development. No Arabs were invited.

NGOs now lead Palestinian Arab civil society in trying to crystallise the direction of a new Palestinian Arab collective. The first and most significant expression of this was “The Future Vision of the Palestinian Arabs in Israel”, released at the end of 2006. Produced by a committee of heads of local authorities, and specifically not Palestinian Arab Knesset political parties, the Vision stated what the Palestinian Arab community wanted in its relationship with Israel. Every aspect of the life of a national minority was covered, including collective rights; national identity; representative institutions; participating in the peace process; furthering dialogue.

Israeli reaction was dismissive. Israelis are anxious about Hizbollah, Iran, Hamas. The Azmi Bishara case, in which the Arab Israeli MK was accused of spying for Hizbollah during the 2006 Lebanon war, has intensified suspicions that the Palestinian Arabs are a fifth column.

More than tzedakah, Anglo-Jewish engagement with these issues can lead to a vital role in assuaging past agonies and future fears. There is a blatant need for social justice for the Palestinian Arabs, without whom Israel’s democracy is the poorer.

NEW YORK: Clinical trials show that the widely used diabetes pill Avandia might significantly increase the risk of heart attacks, according to an article being published in The New England Journal of Medicine.


The U.S. Food and Drug Administration issued what it called a "safety alert" in response, advising patients who are taking Avandia, particularly those at high risk for a heart attack, to seek advice from their doctors.


The agency also said it had been evaluating a possible risk increase since August and announced plans to convene an advisory panel to review the issue as quickly as possible. But government regulators cautioned that they had not confirmed the significance of the findings.


The New England Journal of Medicine posted the paper Monday on its Web site, ahead of its print publication June 14, a step that the editors take with matters they consider to have implications for public health.


"We view this as the best publicly available data on a very important question," said the editor of the journal, Dr. Jeffrey Drazen. "It shows what we regard as a preliminary, but worrisome, signal about cardiovascular toxicity of this drug."


While noting possible weaknesses in data used in the analysis, an accompanying editorial calls for a review by the U.S. Food and Drug Administration. It also questions why physicians would prescribe Avandia, which is made by the British pharmaceutical company GlaxoSmithKline and is known generically as rosiglitazone.


In a statement, Glaxo said it strongly disagreed with the conclusions of the report, Reuters reported.


"GSK stands firmly behind the safety of Avandia when used appropriately, and we believe its significant benefits continue to outweigh any treatment risks," the company said.


Avandia, on the market since 1999, is used by an estimated two million people a year worldwide for the treatment of Type 2, or adult-onset, diabetes. With $3.2 billion in worldwide sales last year, it was Glaxo's second-biggest product, after the asthma drug Advair.


Drazen said patients concerned about the drug should meet with their doctors to decide whether to remain on it or switch to another drug.


The finding - that Avandia raises the risk of heart attack by 43 percent - was based on a review of 44 studies of the drug. The review was conducted by Dr. Steven Nissen and Kathy Wolski of the Cleveland Clinic, where Nissen is chief of cardiovascular medicine.


Nissen was among the first doctors to raise questions about the cardiovascular safety of Vioxx, the Merck painkiller that was withdrawn from the market in 2004.


Nissen's letter noted increased cardiovascular problems in a 5,000-patient clinical study. GlaxoSmithKline sponsored the trial in an effort to expand use of Avandia beyond a treatment of diabetes to a prevention of it.


In the trial, patients taking Avandia had 66 percent more heart attacks, 39 percent more strokes and 20 percent more deaths from cardiovascular-related problems.

Microsoft shares fall after Vista warning

Microsoft shares suffered their biggest intra-day fall in nine months on Friday, a day after its chief executive warned that some analysts’ revenue estimates for the new Vista operating system appeared to be “overly aggressive”.

Steve Ballmer’s comments, made at a presentation to Wall Street analysts, came two weeks after the long-awaited launch of Vista, Microsoft’s next-generation operating system.

Vista, which is intended to replace Windows as Microsoft’s core profits earner, is the company’s most important new product since the launch of the Windows 95 operating system nearly 12 years ago.

Mr Ballmer on Thursday cautioned that Vista would not lead to a big increase in Microsoft sales in the coming fiscal year.

“You shouldn’t think of a huge surge in fiscal year ’08 relative to ’07,” he said.

Roger Kay, an analyst at Endpoint Technologies, said the comments may have been a way for Microsoft to damp expectations for the coming quarter, which typically marks a seasonal low for consumer personal computer sales.

“Most consumers aren’t buying PCs right now, and corporations are serious when they say they are not going to start adopting Vista until 2008,” he said.

Mr Kay, who expects Microsoft to ship 72m copies of the operating systems this year, said Microsoft’s internal estimates for Vista sales may have been overly optimistic as well.

“Ballmer has always been very much a salesman, and he has tended to tout things on the high side,” Mr Kay said.

Most big companies, which account for the bulk of PC sales, are expected to upgrade to Vista gradually over the next few years.

Microsoft’s shares fell as much as 2.7 per cent in early trading in New York on Friday, recovering slightly to close down 2.4 per cent at $28.74. The shares had risen from a low of $21.51 in June, an increase of about 30 per cent.

However, shares in the world’s two biggest personal computer makers, which are relying on Vista to boost sales of PCs this year, drifted slightly higher yesterday. Hewlett-Packard rose 0.21 per cent, while shares in Dell rose 0.04 per cent.

My Last day of 2006

Here in Jaffa at Midnight there were many Fireworks for the New Year 2007 and Eid al-Adha.
I heard Nachman Shai in the Morning about Iraq and Iran.
He said that Israel should take the "Backseet" and not sit in front over the Iran Issue as it concerns many countries.
I had a Last meeting with Noah Shai Anavim, and exchanged cards.
