Knesset women must form defensive wall against ultra-Orthodox

Last week's elections brought good news and bad news, news that may
even overshadow other results.
The best news of all is the disintegration of the Likud. A clear
majority has voted for "convergence," an end to the occupation and a
two-state solution, with or without negotiations.
That the country's social agenda has gained a strong voice is also
good news, but this news comes with a regressive, black cloud hanging
over it: A return to ultra-Orthodox extortion. Historically, in
Israel as in other countries – the combination of right-wing
nationalism and an orthodoxy that rejects human rights is the most
dangerous of all.
Social camouflage
The haredim (ultra-Orthodox) may wave the banner of "concern for the
weaker classes," but their concern is selective and parasitic. If
they were truly concerned for the public good, it would be okay. But
by using the camouflage of the word "social" they have managed to
hinder true solutions for the problems facing general society.
Government handouts cannot come instead of work. There is no
substitute for comprehensive education, respect for teachers,
professional training and rewards for working women, not even a
haredi deputy education minister or additional funds for an education
system that fails to teach citizenship or science.
We are all familiar with deceptive campaign promises, about the
overlap between party platforms and empty promises. But now it is the
day after. People who voted for the Labor or Meretz parties, or even
the Pensioners party, had no intention of bringing back the haredi
monopoly to our lives. Of burying the chance of having public
transportation on Shabbat, civil marriage, or equal rights for gays.
Misleading smiles
Therefore, the smiling images of Amir Peretz and Shas leader Eli
Yishai together, claiming to share a joint agenda – is misleading. A
joint agenda must include social equality, women's representation,
huge financial allotment to close gaps between Jews and Arabs,
support for cultural institutions and providing accessibility for
all.
At the end of the day the haredim – Shas and United Torah Judaism,
with outside support from the National Religious Party - must provide
for everyone. Special funds in exchange for their support here and
there for other sectors, rather than overall support for a different
Israel – a secular, liberal, normal, Jewish country of all its
citizens, one that guarantees equal rights and demands equal
responsibilities.
But the ultra-Orthodox reject all of these. This does not disqualify
them from becoming secondary partners in government, but they should
not have the set the government's direction.
Held hostage
The secular must be open about just why they have not used the vacuum
created by the disappearance of the Shinui Party to raise the flag of
freedom from religion and religious coercion. Their malicious
gloating, their "we told you so" and personal infighting turned off
many voters, and not only the remnants of the party that had the
arrogance to represent them.
Meretz, for its part, failed to place enough stress on its civil
reform platform. The Labor Party has never led a "social revolution"
for human rights or religious pluralism, thus giving the ultra-
Orthodox legitimacy on the basis of fighting for social issues and
the weaker classes. In doing so, they squandered a huge opportunity.
Now, we find ourselves – the Labor Party, liberals in Kadima and all
of Meretz – held hostage, yet again, to the Knesset's haredim.
They will decide vote after vote, including issues regarding
diplomatic matters.
Setting limits
I propose, even demand, that the incoming Prime Minister set a series
of basic principles for joining the government, including civil
reform and religious pluralism. Parties who fail to agree to these
conditions should be disqualified from joining the government.
The haredim will support the popular demand to include more medicines
in the national health basket, and we will demand public
transportation on Shabbat. At the end of the day, there is no reason
their voices should drown out ours.
Then there is the lonely women's voice in the current Knesset. Won't
the haredim work to oppose women's advancement and funding? We must
work to ensure "women's power," including equal pay, compensation for
child care, and funding for women's diseases. More than anything, we
must work to ensure comprehensive, free, quality education at a high
standard, rather than to become twittering fools opposite the
Knesset's haredim.
Shelly Yechimovitz, Dalia Itzik, Nadia Hilo, Yuli Tamir, Zahava Gal-
On, Tzipi Livni and Limor Livnat must form a defensive wall against
the distortions of male ultra-Orthodox MKs.
This is not the time to remain passive like sheep. The time for
action has come.

Meretz faction chief Zahava Gal-On on Thursday heaped more criticism on party leader Yossi Beilin for the poor performance in Tuesday's election, and nominated herself as a worthy successor.
Meretz lost two seats in the elections for the next Knesset, taking it from its current six to just four. Although party regulations stipulate new elections for the chairmanship within one year, senior officials within Meretz are working to expedite the date of the elections in the wake of Tuesday's failure.
"Meretz needs to return to being a party in the spirit of Shulamit Aloni, which protects human rights," Gal-On told Israel Radio on Thursday, adding that she sees herself as a worthy leadership candidate.
"The drop in [seat] numbers calls for soul-searching and taking responsibility," she said. "There has been a failure here in the leadership of the chairman of the party."
Gal-On had announced her intention to run Wednesday night, along with MK Ran Cohen, Beilin's runner-up in the last leadership race.
"Meretz needs to internalize the lessons in the most courageous way possible," Cohen told Haaretz on Wednesday afternoon. "Five years ago, we were 10 seats. This is a flop that requires learning of lessons and not just personal lessons."
"In the coming year, according to the party constitution, there will be elections for chairman," Cohen, who criticized the messages and the management of the campaign, said.
"We have to think differently," Cohen said. "The way is to place the socio-economic issue at the head of Meretz's efforts on an equal footing with the diplomatic-security matter."
Cohen added that he advocated that exact policy during his campaign which ended in defeat to Beilin.
"We could have preceded the others by raising the social flag, but when we failed to do that we lost some of our supporters to parties which did advance those issues - Labor and the Pensioners," Cohen said. "Everyone needs to learn their lessons, not just Beilin, but also whoever rejected my proposal."
Throughout the campaign, party officials repeated their criticism of Meretz's increasing emphasis on the diplomatic policy and the Geneva Initiative while toning down the social banner.

Of 'phishing' for data and fishing for gifts

It's summertime. A season of vacations and weddings, and today's column includes not one, but two financial stories along that theme.
The first should be titled, "Gone Phishing." That's not a misspelling, nor is it a vacation idea. It's the name of a new identity theft scam that is sweeping the Internet.
I've heard about e-mails that purport to be from your financial institution, asking for personal information. But when one landed in my own e-mailbox this week, I didn't immediately recognize the scam.
The logo of my bank, Bank One, was identical to messages I sometimes receive about new features in their online bill pay service. And the return e-mail said it came from service@bankone.com. The message started out as an official sounding warning: "Because of our concern about the safety and integrity of the online banking community..." So I read further.
The e-mail asked me to "take a few minutes to review and update" my information as a security precaution. It advised me that if I did not reply within a week, my account would be deleted. It asked me to click on a link in the message to input my information.
A clear scam
It was clearly a scam. A bank would never delete an account. A bank always has your information and never asks you to input information over an insecure e-mail link. And the word "delete" was misspelled as "deletation."
But people do follow those instructions. The link leads you directly into a trap. Once you input your account and PIN, you've given away the keys to your financial life.
Note: This scam has nothing to do with the safety of online bill pay! Your online bill pay account is secure and guaranteed against fraud. This has everything to do with Internet scams and identity theft.
Every major bank has been hit with this "phishing" scam. Con artists blast massive amounts of e-mails, hoping they'll land in the box of someone who actually does have an online bill-pay account at the bank. It only takes a few responses to make this scam profitable. So here are some tips to avoid being taken:
*Be alert for scams. Check at your bank's Web site for warnings. Citibank and Bank One even post examples of e-mail phishing scams.
*Never reply with information. Never give out information when someone asks for it. Never use a link.
*Report attempts to the bank. Every bank Web site has a link or a toll-free number to report these attempts. And don't be embarrassed if you were tricked into giving away information. If you report it immediately, your account will be protected until you can choose a new PIN.
*Forward scam e-mails to the Federal Trade Commission. Send that e-mail to the FTC so they can take action and see how huge the problem is becoming. The address to forward that scam email is: uce@ftc.gov
*Change your password and PINs. Banks advise that you use separate PINs and passwords for different accounts, so if one is stolen, your entire financial life is not revealed. And though it's a pain to remember new PINs, they advise changing those codes twice a year.
Remember, your grandparents probably didn't lock their front door. And the first automobiles didn't have individual keys. But we live in a different era now. The message is not to avoid technology, but to use it wisely.
Perfect wedding gift
And that reminder leads me to mention a new idea for that wedding or graduation gift this summer. It's a Web site called www.GiftofStock.com. In fact, if you're the one getting married, you can register for shares of stock you'd like to receive.
The stock gift includes automatic enrollment in the company-sponsored Dividend Reinvestment Plan or DRIP. So this is a gift that can keep growing as part of a long-term investment plan. About 1,300 major companies offer these DRIP plans, and they're all listed at the Web site.
The recipient gets a mock stock certificate announcing the gift, but more importantly, the right to continue investing in shares of the company stock without paying commission or going through a broker. Check the Web site for details on ordering and pricing.
The Internet can bring great financial benefits, as well as challenges. And it requires new skills at discerning the real from the fake. But it's worth it. That's The Savage Truth.

Aug. 9, 1971 A YOUNG family and a misguided boy met on a road in Gaza several months ago. The encounter, which stunned all Israel, is reconstructed by TIME Correspondent Marsh Clark: Robert Aroyo, his wife Preeti, and their children Marc-Daniel, 7, and Abigail, 4, had lived in Israel only eight months. Born on Malta, raised in England, Aroyo abandoned an advertising job in London to bring his family to the land of promise, where he felt they all belonged. Settled in the Tel Aviv suburb of Kiron, the Aroyos often spent Sabbaths touring their new country. One bright Saturday they set out south to visit Gaza. (from TIME)

I visited the Aroyo's at Beer-Sheba Hospital. I was in the Army.
We lived in Kiron and my parents knew them.

"ביילין הולך חזק על מעמד הביניים", אמר האיש. 15 המנדטים שפינתה מפלגתו המנוחה של לפיד, קורצים מן הסתם לכל פוליטיקאי, ובעיקר לביילין שמשוכנע ששינוי פשוט גנבה למרצ את הרעיונות, תיבלה אותם בהרבה שנאת חרדים ודמגוגיה זולה והצליחה לגרוף מאות אלפי קולות. ובאותו זמן ממש, מרצ ניסתה להגיע אל לבן של השכבות החלשות באמצעות חוק הדיור הציבורי וגישה חברתית-חמלתית. קולות זה לא הביא לה, ועל פי הסקרים האחרונים, המנבאים לה מנדטים ספורים, היא זו שזקוקה כעת לחמלה.
נראה כי הניסיונות הלא מוצלחים של מרצ לפנות לשכבות החלשות ועמדותיו הכלכליות השונות מאלה של חבריו ממרצ, שיכנעו את ביילין שאת המאמץ יש להשקיע בשכבות קצת יותר מבוססות.
ביילין הוא איש ההיי-טק של הפוליטיקה הישראלית, ולא רק בגלל המשקפיים. הוא אחד הפוליטיקאים הכי פעילים בייצור של פתרונות לסכסוך עם הפלשתינאים. פעם זו יוזמת ז'נבה, לפני כן אוסלו ועוד כמה יוזמות ורעיונות שאפילו לא התרוממו.
אבל כמו הרבה אנשי היי-טק, גם ביילין נכשל בשיווק. הוא יצרן וספק של פתרונות ללקוחות שלא רוצים את הפתרונות שלו או לא מוכנים לשלם את מחירם. הוא לא עושה סקר שוק לפני שהוא מפתח רעיון. קודם הוא מייצר, אחר כך מחפש קונים. אם הוא היה יזם היי-טק, סביר להניח שהיו רשומים על שמו כבר הרבה סטארט-אפים, אבל באף אחד מהם הוא לא היה עושה אקזיט.
כעת, כאשר החמאס תופס את השלטון ברשות הפלשתינית, ביילין מבין שריצה לבחירות על תקן ידידם הטוב ביותר של הפלשתינאים אינה סחורה מבוקשת במיוחד. בינתיים, הסחורה הנמכרת ביותר היא דווקא זו הכלכלית, בזכותו של עמיר פרץ שהעלה את הנושא לסדר היום. פרץ מביא גישה חברתית שרואה את העובד במרכז, בנימין נתניהו משווק תוכנית כלכלית שבמרכזה צמצום העוני, וביילין מבין שגם הוא חייב להיות במגרש הזה. שיחכו הפלשתינאים. עכשיו תורו של מעמד הביניים.
יוסי ביילין, אתה מזוהה יותר כמי שמטפל בנושאים מדיניים, בהסדרים עם הפלשתינאים. למה אתה מתראיין לעיתון כלכלי?
"התחום הכלכלי היה מרכזי במרצ מבחינה היסטורית ומבחינתי באופן אישי. זה נושא שעסקתי בו הרבה מאוד וגם באופן אקדמי. לא למדתי כלכלה, אבל למדתי ולימדתי סוציולוגיה. יש לי תפישה כלכלית מאוד מגובשת הקשורה גם לתפישה המדינית שלי. מי שלא רואה פלשתינאי ממטר לא רואה עני ממטר. הציבור שמכיר את מרצ יודע שהיא מפלגה חברתית. רוב החקיקה שלנו היא דווקא חברתית ולא מדינית. חיים אורון הוא מלך ועדות הכספים וקשה לדמיין את ועדת הכספים בלעדיו. לצערי, למרות כל זה אנחנו לא נתפשים עדיין כבעלי תיזה חברתית כלכלית".
אתה אמנם כיהנת בעבר כשר הכלכלה ואפילו טיפלת במכירת בנק הפועלים לקבוצת אריסון, אבל עושה רושם שהתפישה הכלכלית שלך שונה מזו של חבריך במרצ.
"אני הביטוי האולטימטיווי למרצ כמרצ. זה לא סותר את מה שאתה אומר. מרצ היא מיזוג של שלוש מפלגות היסטוריות - מפ"ם, רצ ושינוי. מפ"ם היתה סוציאליסטית. פעם שוחחתי עם מנהיג מפ"ם, יעקב חזן. הוא שאל אותי 'מה אתה?', אמרתי לו שאני סוציאל-דמוקרט. הוא אמר לי: 'אין דבר כזה, או שאתה סוציאליסט או שאתה קפיטליסט. רצ היתה מפלגה אופיינית של זכויות אדם, מפלגה ליברלית מאוד, ושינוי היתה מפלגה מאוד ליברלית".
אז אתה בעצם שייך לזרם הליברלי של שינוי.
"אני רחוק מאוד משינוי. חס וחלילה. התפישה שלי היא מפגש היסטורי בין התפישה הסוציאליסטית לתפישה הליברלית. זו תפישת הדרך השלישית שהתפתחה בסוף המאה ה-20 ובתחילת המאה ה-21 ומאמינים בה אנשים כמו ראש ממשלת בריטניה, טוני בלייר. זוהי תפישה שמאמינה באחריות המדינה ליחיד בתחומים כמו פנסיה, דיור וחינוך, תוך שמירה על עקרונות החופש האישי והעמדת האדם במרכז. אני מאמין במדינת רווחה, אבל אני לא רואה את עצמי כסוציאליסט נוסח חזן. הלאמת אמצעי הייצור על ידי ההסתדרות היא אסון. מצד שני, אני לא זולל הפרטה לתיאבון".
אתה מתנגד להפרטה?
"אני בעד הפרטה, אבל צריך לעשות את זה בזהירות. אין סיבה שהמדינה תחלק דואר, אם אפשר לתת את זה לגופים פרטיים. אני לא מצדד בהפרטה של מונופולים לפני שפותחים את השוק לתחרות ולפני שדואגים לזכויות העובדים שלהם. יש להפריט במשורה את המערכות הממשלתיות".
למעשה, זה לא שונה ממה שאומר עמיר פרץ. במה אתה שונה ממנו?
"עמיר פרץ היה חלק מהקבוצה שלנו במפלגת העבודה, יחד עם חיים רמון, נסים זוילי, יעל דיין, אברום בורג וחגי מרום, והייתי אחד מהאנשים שהריצו אותו ב-94' לתפקיד יו"ר ההסתדרות. המטרה שלנו היתה להפריד בין המפלגה לבין ההסתדרות. ההסתדרות היתה באותה תקופה ממש זרוע של המפלגה, ואנחנו ראינו בקשר בין המפלגה להסתדרות קשר מסואב. חיבבתי את עמיר והערכתי אותו. חשבנו שעמיר צריך להיות יו"ר ההסתדרות, אבל הוא עשה בדיוק את מה שעשו האנשים שנגדם נאבקנו. הוא השתמש בהסתדרות כדי לממש את המטרות הפוליטיות שלו - פקד את אנשי ההסתדרות למפלגת העבודה וכך הוא השתלט על המפלגה.
"הוא לקח ביד ברזל אנשים ממפלגות אחרות ואמר להם שהם יפוטרו אם הם לא יעברו למפלגת עם אחד, המפלגה שלו. הם באו אלי ובכו. יש לי שמות של אנשים שבאו והעידו על האיומים האלה. לא כולם עברו למפלגה שלו, אבל הם קיבלו את האיומים. מדובר באנשים כמו שולה כהן ממרחב ההסתדרות בכרמיאל, מאיר בביוף מבאר שבע, איציק אורטמן מגבעתיים ואלי יריב מבת ים. זה גרם לי צער נורא. אני אחד האשמים בהתקדמות של עמיר פרץ. ראיתי בו איש שבנה את עצמו, איש שמאל אמיתי".
הוא לא הגן מספיק על העובדים?
"פרץ כחבר כנסת פעל לא פעם נגד האינטרסים של העובדים. כשהייתי שר המשפטים ניסיתי לבטל את מצב החירום במדינה, הקיים מאז הקמתה ומאפשר למדינה לפעול במקרים מסוימים באופן שאינו ראוי למדינה מתוקנת. פרץ התנגד לביטול מצב החירום, כי המעבר היה כרוך גם בחקיקה האוסרת על השבתה של שירותים חיוניים. כיום נמנעת השבתת השירותים החיוניים באמצעות צווי חירום. אנשים לא יודעים בדיוק מה פרץ חושב בנושא החברתי. הוא מנהיג פופוליסטי, ובגלל זה הוא צריך את אבישי ברוורמן לידו כדי שיסביר שהוא לא קומוניסט. זה מסביר את כל הסיפור. אני בעד הסתדרות חזקה ובעד התארגנות של עובדים. בכל מקום שאליו אני מגיע אני שואל איפה הוועד".
בסביבתו של עמיר פרץ סירבו להגיב על הטענות שהשמיע ביילין ואמרו רק: "אנחנו מציעים לביילין להתרכז בניסיונותיו לעבור את אחוז החסימה".
הפנייה של מרצ לשכבות החלשות לא עזרה לה. חוקקתם את חוק הדיור הציבורי, אבל זה לא הביא לכם יותר מדי קולות בשכונה ד' בבאר שבע. הקולות שלכם עדיין מגיעים משיכון ל' בתל אביב.
"מרצ לא קיבלה בדרך כלל קולות מהשכבות החלשות, אבל היא תמיד דאגה לזכויות החלשים. בזכות הדאגה לחלשים היא קיבלה קולות של מצביעים מהמעמד המבוסס שרוצים להצביע למפלגה שדואגת לחלשים. חקיקה כמו חוק הדיור הציבורי אולי לא הביאה לנו הרבה קולות בעיירות הפיתוח ובשכונות שלמענן היא נועדה, אבל הביאה לנו קולות בשיכון ל' בתל אביב. לדרוש העלאה של שכר המינימום לאלף דולר זה לא מספיק רציני בעיני".
מה ההבדל ביניכם למפלגת העבודה?
"מפלגת העבודה החליפה ראש, אבל היא לא דואגת לעובדים. היא תמכה בממשלה שקיצצה בקצבאות ילדים ובקצבאות למשפחות חד-הוריות. הקיצוץ לחד-הוריות ולקשישים זה פשע חברתי".
אני אף פעם לא אהיה טומי לפיד
שינוי תפסה בזמנו טרמפ על כמה מהרעיונות שלכם, עכשיו אתם מנסים לפנות לקהל הזה של מעמד הביניים ולהחזיר אותו אליכם?
"מי שגנב קולות זה לא אנחנו. הפרדת הדת מהמדינה, שהיא דגלו של לפיד, היתה תמיד דגל של מרצ. הם לקחו את זה ופעלו בדרך של שנאה כלפי החרדים, הם פעלו בדרך מאוד מתוחכמת. הירידה שלנו בבחירות נובעת בחלקה מהפעולה של שינוי, למרות שאנחנו היינו הראשונים שהעלו את הנושא. אבל אנחנו לא נהפוך עכשיו למפלגה של שנאה כמו שהיתה שינוי. ההצטרפות של סופרת חרדית, צביה גרינפלד, לרשימה שלנו, אומרת משהו. מרצ הציגה גם את חברת הכנסת הערבייה הראשונה, חוסניה ג'בארה".
אז מהיכן מגיע מאגר הקולות הפוטנציאליים שלכם?
"קהל הבוחרים שלנו הוא בין מפלגת העבודה, קדימה ושינוי. אני מוכן להתערב שקדימה לא תהיה בכנסת הבאה. היא תעמוד מול אתגרים בלתי צפויים. זו חבורה של אנשים שרבים מהם לא יודעים מה האחרים חושבים. הצבעה בעבורה זו פשוט אלטרנטיווה לפתק לבן.
"אולמרט ישב בחדרו אפוף הסיגר וסידר רשימה. חברי המפלגה הזו לא יודעים מהן העמדות של חבריהם בנושא קצבאות, זכויות ההומואים או התקציב. רוב בוחרי קדימה שמתלבטים, מתלבטים בין מרצ לקדימה ולכן ניתן לשנות את דעתם. מטבע הדברים, ברגע שמספר המנדטים של שינוי מתאפס אז הקהל הזה יעבור אלינו. הקהל שלהם הגיע מאיתנו".
תפנו לקהל הזה באמצעות הסיסמאות של טומי לפיד?
"אני אף פעם לא אהיה טומי לפיד. אני לא רוצה ולא יכול להיות טומי".
אם בוחנים את התנהלותך הפוליטית, נראה שאתה מאוד דומה לאיש היי-טק, אבל אף פעם אתה לא מצליח לעשות "אקזיט" - לממש את הרווח מהרעיונות שלך. בבחירות הקרובות נראה שאתם תגרדו את אחוז החסימה.
"אני סוכן שינוי קלאסי. אני בא למקומות שבהם יש דברים לא תקינים ולא נכונים ומעלה הצעות לתקן אותם. זה לא אומר שכל ההצעות שלי נכונות ושכל ההצעות מתקבלות, אבל מצאתי שלרוב ההצעות שלי יש קונים. כך היה עם לבנון, כך היה עם היציאה מעזה וכך עם פרויקט "תגלית" לסיורי נוער מחו"ל בישראל. לא חשוב כל כך איך קורה השינוי שאני מציע, אלא העובדה שהוא קורה. עובדה שליוזמת ז'נווה שיזמתי יש כיום תמיכה ציבורית של 40%. באתי לפוליטיקה כי חשבתי שאני יכול לשנות את המערכת. אני חושב שבבחירות הקרובות יש לנו סיכוי לקבל 10 מנדטים, לעומת 6-5 מנדטים שנותנים לנו כיום הסקרים".
גם השותפים שלך בצד הפלשתיני, הפתח, שחתמו איתך על הסכם ז’נבה, כבר מחוץ לתמונה והחמאס תפס את מקומם. אתה מצדד באי העברת המסים שישראל גובה עבור הפלשתינאים לרשות?
"אנחנו חתומים על הסכמי פאריס המחייבים אותנו להעביר את הכסף לרשות. הכסף שגבינו אינו שלנו ואין לנו רשות להחזיק בו. אם אנחנו מחליטים שהכסף משמש לטרור או למעשים בלתי חוקיים אחרים, אנחנו יכולים שלא לגבות אותו. אם יתברר שהרשות נהפכה לגוף טרוריסטי, זה מה שאמליץ לעשות".
ומה לגבי כספי התרומות שמעבירים להם האירופים והאמריקאים?
"שוחחתי עם חווייר סולנה מהאיחוד האירופי ועם ג'יימס וולפנזון, שליח הקווארטט, ואמרתי להם שזו ההזדמנות לנצל את הכוח שבידיהם. אמרתי להם שאם חמאס יעמוד בסירובו להכיר בישראל ולהימנע מטרור, יש להפסיק את התמיכה ברשות. בעניין הזה אני אפילו יותר קיצוני מקדימה ומהעבודה".
אתה גדלת לצדו של שמעון פרס. איך אתה רואה את המעבר שלו לקדימה?
"בשבילי הוא יישאר ידיד, אבל אני לא מבין אותו. אני לא יודע איך הוא מסביר לעצמו את המעבר לקדימה. מה יש לו לחפש שם, אחרי מה שקרה לשרון. אנחנו עוד נפגשים לפעמים, מדברים על מה ששנינו אוהבים: ספרים".
האג'נדה הכלכלית של ביילין
כדי לבדוק עד כמה משופשפת האג'נדה הכלכלית של ביילין, זרקנו לו כמה סוגיות בוערות ונתנו לו את הבמה להצגת עמדותיו. להלן התוצאות:
קצבאות ילדים: "נאבקתי הרבה שנים להשוואה בין קצבת ילד ראשון לשאר הילדים ואני מאוד שמח שזה קרה. היה קיצוץ חריף מדי בקצבאות, ועכשיו לדעתי יש לעשות העלאה מסוימת. יש להגביר את מערך האכיפה במוסד לביטוח לאומי באופן שלא יאפשר לאנשים לגבות דמי אבטלה בעוד שהם עובדים בהסתר".
שכר לימוד לסטודנטים: "אנחנו בעד מימוש המלצות ועדת וינוגרד להפחתה של עד מחצית משכר הלימוד".
עובדים זרים: "אני מצדד בהעלאת שכר העובדים הזרים ובהשוואת ההפרשות הסוציאליות על שכר עבודתם באופן שמעסיק לא יבחר בעובד זר כי הוא זול יותר, אלא רק במקרים שבהם לא ניתן להעסיק עובד ישראלי בעל הכישורים המתאימים".
העלאת שכר המינימום: "אני מצדד בהעלאת שכר המינימום ב-15%. מפעל שאינו יכול לעמוד בתשלום שכר כזה - אין לו לדעתי זכות קיום".
תקציב הביטחון: "אני בעד קיצוץ דרסטי בתקציב הביטחון, בכמה מיליארדי שקלים. הדיונים על קיצוץ תקציב הביטחון תמיד גולשים להתעסקות בפנסיה של האלוף משנה, אבל זה כסף קטן יחסית לתקציב. בשדה הקרב העתידי לא צריך כל כך הרבה טנקים ויש מערכות אחרות, אפילו מטוסים, שאפשר לקצץ בהן. זה לא שאני דואג לביטחון המדינה פחות מאחרים. קשה להתחרות במרצ בכל הקשור לדאגה לביטחון המדינה".
קשרים בין הון לשלטון: "אנשים שנכנסים למערכת הפוליטית צריכים להציג את כל מערכת הקשרים שלהם ומי מממן אותם. הציבור צריך לדעת אם התרומות האלה השפיעו על שיקול הדעת של הנבחרים. צריך גם לצמצם את תקרת ההוצאה שמותר למועמד להוציא במסגרת הבחירות המקדימות. אנחנו קבענו את תקרת ההוצאה הנמוכה ביותר - 25 אלף שקל. אנחנו גם מציעים ענישה אלטרנטיווית לאישי ציבור. הענישה היחידה הקיימת כיום לנבחרים היא בחוק הכללי, בעוד שעובדי מדינה, למשל, יכולים לעמוד לדין ולהיות מורשעים גם על עבירות מינהליות. יש להחיל את העבירות המינהליות גם על נבחרים. אפשר לעשות את זה באמצעות הקמת בית דין, או באמצעות בית משפט רגיל שישפוט את הנבחרים בהתאם לחקיקה מיוחדת בעניין עבירות מינהליות של אישי ציבור. אנחנו תובעים לבטל את חוק הג'ובים, המרחיב את האפשרות למינוי מקורבים".
טיפול בעוני: "אנחנו בעד תמריצים למעסיקים שיעסיקו אוכלוסיות מיוחדות, כמו נכים או בני זוג של מובטלים או אנשים שהיו באבטלה ממושכת. אני מעדיף העלאה של שכר המינימום על פני מס הכנסה שלילי, אבל אני לא שולל מס הכנסה שלילי על חשבון נקודות זיכוי בלתי מנוצלות. מס הכנסה שלילי מעורר סכנה שמעסיקים יורידו שכר באופן שלעובדים לא יהיה כל רווח מתשלומי הממשלה".
פתיחת רגליים ליבוא (אמירה של שלי יחימוביץ): "אני לא אוהב את הסגנון ולא את האמירה. כסגן שר האוצר, פעלתי לחשיפה מדורגת ליבוא. החשיפה גורמת לעתים לסגירת מפעלים שלא עומדים בתחרות, אבל מיטיבה עם רבים שנהנים ממוצרים זולים יותר ושכרם הריאלי עולה. החשיפה ליבוא סייעה בבלימת האינפלציה והמרוויחים העיקריים מכך הם בני השכבות החלשות".
פנסיה: "אני מציע תוכנית לפנסיה באמצע החיים. התוכנית תאפשר לאנשים לצאת לאחר כמה עשרות שנות עבודה לפנסיה של שנתיים-שלוש, ללמוד ולהשתלם, ולחזור לעבודה. שנות החופשה יושלמו על ידי דחיית גיל היציאה לפנסיה. את הרעיון העלה פרופ' דני יעקובסון ואנחנו אימצנו אותו".
ריכוזיות במערכת הבנקאות: "אני לא אוהב את הריכוזיות כי היא אנטי-תזה לתחרות. הבנקים הקטנים נעלמו. אין לי פתרון פשוט, האוליגפול של הבנקים הגדולים חזק מאוד. תמכתי בוועדת בכר. האם בזה יסתיים העניין? לא. הבנקים יישארו חזקים וזה תהליך לא בריא בעיני".
מדשדשים כל הדרך אל הקלפי
במסיבת עיתונאים שנערכה השבוע בבית סוקולוב בתל אביב לרגל השקת הקמפיין החדש של מרצ היה אמור יוסי ביילין, יו"ר מרצ, להציג את "הנבחרת המנצחת" של המפלגה - עשרת השמות הראשונים ברשימה - ולדבר בשבחם. למי שמצהיר בהזדמנויות שונות כי "10 מנדטים למרצ הם בהחלט הערכה ריאלית", למרות שהסקרים מנבאים רק חצי מזה במקרה הטוב, זו לא היתה אמורה להיות משימה מסובכת. אלא שביילין, שקרא את דבריו מהדף, לא זכר. בהתחלה דילג על אילן גילאון, אחר כך על מוסי רז, שניהם חברים ותיקים ומוערכים במפלגה.
התנצלותו לא הועילה לשיפור האווירה באירוע, שלמרות הבלונים הירוקים-צהובים בפינות היתה עגמומית למדי. קמפיין המבוסס על רעיונות כמו הכמיהה לחיים נורמליים או "לשים את הפרט במרכז" לא הצליח להוציא גם מהח"כים העתידיים מספיק התלהבות שתעיר את מערכת הבחירות המנומנמת הנוכחית.
לפני שנתיים, כשנבחר לראשות מרצ, נתפש ביילין כרכש מקצועי משובח. הישגיו בתחום המדיני ובתפקידו כשר המשפטים, ודימויו כאחד הפוליטיקאים המקצועיים והאינטליגנטיים ביותר במערכת הפוליטית בישראל, היו אמורים להרים את מרצ המדשדשת, לרענן את השורות ולהביא קהלים חדשים למפלגה. כיום מנשבת כלפיו במפלגה רוח של ניכור. שלא לציטוט נוהגים ותיקי המפלגה למנות את קשייו בהבנת יחסי אנוש ופוליטיקה פנים מפלגתית, את היעדר הכריזמה שלו בהופעות בתקשורת, אומרים עליו שהוא נטול חמימות ולא מצליח לסחוף אחריו אנשים, שהוא מתנשא ומקבל החלטות לבד.
כשהודיע קבלן הקולות ויו"ר סניף תל אביב במרצ, ישראל כהן, על פרישתו מהמפלגה והצטרפותו לעבודה, הוא האשים את ביילין שהפך את מרצ ממפלגה עממית "של אנשים שהולכים לשחק שש-בש בים" למפלגה אליטיסטית שראשה "מקפץ בין קוקטיילים באירופה". ספק אם כמה מחברי מרצ היו אי-פעם פרטנרים טובים לשש-בש, אך ברור שמנהיגותו של ביילין מעצימה את הצד האליטיסטי בדימוי המפלגה, אחרי שבמערכות הבחירות הקודמות היא התאמצה להפגין דווקא את הפן החברתי שלה. הקמפיין המתחכם של מרצ עד כה, עם סיסמאות "יפי הנפש" ו"שמאלנים מנותקים", מדגים זאת היטב.
מה שעוד מאפיין כיום את מרצ בהנהגת ביילין הוא אובדן האידיאולוגיה ככוח מניע. מפלגה שהיתה ידועה בזכות לוחמנותה האופוזיציונית והנאומים המצליפים של ראשיה, מדברת כיום בטון מפוכח על כניסה לממשלה בראשות קדימה, עם העבודה או בלעדיה, ולא מציינת קווים אדומים. מפלגה שנחשבה פעם לסמן שמאלי מדיני מובהק, מעמעמת את המסר המדיני שלה ("נדבר עם חמאס רק אם יכיר במדינת ישראל ויתנער מהטרור") כך שאינו שונה בהרבה מזה של העבודה וקדימה, ואינה מבליטה את המצע הכלכלי-חברתי שלה, שם העבודה כבר עקפה אותה משמאל.
לביילין יש ודאי השפעה על כך, שכן ביילין, כפי שמוכיח הרקורד שלו, הוא פרגמטיסט, לא אידיאולוג. הישגיו בתפקידים שאותם מילא ובפעילותו המדינית לא לבשו צורה של חזון אידיאולוגי סדור, אלא של תוכניות פרגמטיות שאותן צריך כל צד ליישם, בכפוף למפה וללוח זמנים. באתר הבחירות שלו הוא אף מזכיר את "סוף העידן האידיאולוגי". אלא שבפוליטיקת בחירות, כמו בכדורגל, צריך רעיון או דימוי חזק, כזה שמדבר אל הבטן, כדי לעורר אצל הבוחר את הלהט לתמוך במפלגה אחת ולא באחרת. את זה מרצ בראשות ביילין לא הצליחה עד כה לספק.
האחים ביילין
נדמה שלא יכול להיות פער גדול יותר בין אופיים התזזיתי של האחים ביילין - גיל (33) ואורי (27), שניהם פרסומאים במשרד הפרסום מקאן אריקסון - לבין התדמית השקטה והרגועה של אבא שלהם, ראש מפלגת מרצ יוסי ביילין.

שעות ספורות לאחר שטומי לפיד הודיע על פרישתו מהחיים הפוליטיים והפקיר את זירת "אביר מעמד הביניים", פנה מי שפנה והציע לראיין את יוסי ביילין, יו"ר תנועת מרצ, על עמדותיו הכלכליות. "ביילין הולך חזק על מעמד הביניים", אמר האיש. 15 המנדטים שפינתה מפלגתו המנוחה של לפיד, קורצים מן הסתם לכל פוליטיקאי, ובעיקר לביילין שמשוכנע ששינוי פשוט גנבה למרצ את הרעיונות, תיבלה אותם בהרבה שנאת חרדים ודמגוגיה זולה והצליחה לגרוף מאות אלפי קולות. ובאותו זמן ממש, מרצ ניסתה להגיע אל לבן של השכבות החלשות באמצעות חוק הדיור הציבורי וגישה חברתית-חמלתית. קולות זה לא הביא לה, ועל פי הסקרים האחרונים, המנבאים לה מנדטים ספורים, היא זו שזקוקה כעת לחמלה.
נראה כי הניסיונות הלא מוצלחים של מרצ לפנות לשכבות החלשות ועמדותיו הכלכליות השונות מאלה של חבריו ממרצ, שיכנעו את ביילין שאת המאמץ יש להשקיע בשכבות קצת יותר מבוססות.

אבל כמו הרבה אנשי היי-טק, גם ביילין נכשל בשיווק. הוא יצרן וספק של פתרונות ללקוחות שלא רוצים את הפתרונות שלו או לא מוכנים לשלם את מחירם. הוא לא עושה סקר שוק לפני שהוא מפתח רעיון. קודם הוא מייצר, אחר כך מחפש קונים. אם הוא היה יזם היי-טק, סביר להניח שהיו רשומים על שמו כבר הרבה סטארט-אפים, אבל באף אחד מהם הוא לא היה עושה אקזיט.

"התחום הכלכלי היה מרכזי במרצ מבחינה היסטורית ומבחינתי באופן אישי. זה נושא שעסקתי בו הרבה מאוד וגם באופן אקדמי. לא למדתי כלכלה, אבל למדתי ולימדתי סוציולוגיה. יש לי תפישה כלכלית מאוד מגובשת הקשורה גם לתפישה המדינית שלי. מי שלא רואה פלשתינאי ממטר לא רואה עני ממטר. הציבור שמכיר את מרצ יודע שהיא מפלגה חברתית. רוב החקיקה שלנו היא דווקא חברתית ולא מדינית. חיים אורון הוא מלך ועדות הכספים וקשה לדמיין את ועדת הכספים בלעדיו. לצערי, למרות כל זה אנחנו לא נתפשים עדיין כבעלי תיזה חברתית כלכלית".
אתה אמנם כיהנת בעבר כשר הכלכלה ואפילו טיפלת במכירת בנק הפועלים לקבוצת אריסון, אבל עושה רושם שהתפישה הכלכלית שלך שונה מזו של חבריך במרצ.
"אני הביטוי האולטימטיווי למרצ כמרצ. זה לא סותר את מה שאתה אומר. מרצ היא מיזוג של שלוש מפלגות היסטוריות - מפ"ם, רצ ושינוי. מפ"ם היתה סוציאליסטית. פעם שוחחתי עם מנהיג מפ"ם, יעקב חזן. הוא שאל אותי 'מה אתה?', אמרתי לו שאני סוציאל-דמוקרט. הוא אמר לי: 'אין דבר כזה, או שאתה סוציאליסט או שאתה קפיטליסט. רצ היתה מפלגה אופיינית של זכויות אדם, מפלגה ליברלית מאוד, ושינוי היתה מפלגה מאוד ליברלית".
אז אתה בעצם שייך לזרם הליברלי של שינוי.
"אני רחוק מאוד משינוי. חס וחלילה. התפישה שלי היא מפגש היסטורי בין התפישה הסוציאליסטית לתפישה הליברלית. זו תפישת הדרך השלישית שהתפתחה בסוף המאה ה-20 ובתחילת המאה ה-21 ומאמינים בה אנשים כמו ראש ממשלת בריטניה, טוני בלייר. זוהי תפישה שמאמינה באחריות המדינה ליחיד בתחומים כמו פנסיה, דיור וחינוך, תוך שמירה על עקרונות החופש האישי והעמדת האדם במרכז. אני מאמין במדינת רווחה, אבל אני לא רואה את עצמי כסוציאליסט נוסח חזן. הלאמת אמצעי הייצור על ידי ההסתדרות היא אסון. מצד שני, אני לא זולל הפרטה לתיאבון".
אתה מתנגד להפרטה?
"אני בעד הפרטה, אבל צריך לעשות את זה בזהירות. אין סיבה שהמדינה תחלק דואר, אם אפשר לתת את זה לגופים פרטיים. אני לא מצדד בהפרטה של מונופולים לפני שפותחים את השוק לתחרות ולפני שדואגים לזכויות העובדים שלהם. יש להפריט במשורה את המערכות הממשלתיות".
למעשה, זה לא שונה ממה שאומר עמיר פרץ. במה אתה שונה ממנו?
"עמיר פרץ היה חלק מהקבוצה שלנו במפלגת העבודה, יחד עם חיים רמון, נסים זוילי, יעל דיין, אברום בורג וחגי מרום, והייתי אחד מהאנשים שהריצו אותו ב-94' לתפקיד יו"ר ההסתדרות. המטרה שלנו היתה להפריד בין המפלגה לבין ההסתדרות. ההסתדרות היתה באותה תקופה ממש זרוע של המפלגה, ואנחנו ראינו בקשר בין המפלגה להסתדרות קשר מסואב. חיבבתי את עמיר והערכתי אותו. חשבנו שעמיר צריך להיות יו"ר ההסתדרות, אבל הוא עשה בדיוק את מה שעשו האנשים שנגדם נאבקנו. הוא השתמש בהסתדרות כדי לממש את המטרות הפוליטיות שלו - פקד את אנשי ההסתדרות למפלגת העבודה וכך הוא השתלט על המפלגה.
"הוא לקח ביד ברזל אנשים ממפלגות אחרות ואמר להם שהם יפוטרו אם הם לא יעברו למפלגת עם אחד, המפלגה שלו. הם באו אלי ובכו. יש לי שמות של אנשים שבאו והעידו על האיומים האלה. לא כולם עברו למפלגה שלו, אבל הם קיבלו את האיומים. מדובר באנשים כמו שולה כהן ממרחב ההסתדרות בכרמיאל, מאיר בביוף מבאר שבע, איציק אורטמן מגבעתיים ואלי יריב מבת ים. זה גרם לי צער נורא. אני אחד האשמים בהתקדמות של עמיר פרץ. ראיתי בו איש שבנה את עצמו, איש שמאל אמיתי".
הוא לא הגן מספיק על העובדים?
"פרץ כחבר כנסת פעל לא פעם נגד האינטרסים של העובדים. כשהייתי שר המשפטים ניסיתי לבטל את מצב החירום במדינה, הקיים מאז הקמתה ומאפשר למדינה לפעול במקרים מסוימים באופן שאינו ראוי למדינה מתוקנת. פרץ התנגד לביטול מצב החירום, כי המעבר היה כרוך גם בחקיקה האוסרת על השבתה של שירותים חיוניים. כיום נמנעת השבתת השירותים החיוניים באמצעות צווי חירום. אנשים לא יודעים בדיוק מה פרץ חושב בנושא החברתי. הוא מנהיג פופוליסטי, ובגלל זה הוא צריך את אבישי ברוורמן לידו כדי שיסביר שהוא לא קומוניסט. זה מסביר את כל הסיפור. אני בעד הסתדרות חזקה ובעד התארגנות של עובדים. בכל מקום שאליו אני מגיע אני שואל איפה הוועד".
בסביבתו של עמיר פרץ סירבו להגיב על הטענות שהשמיע ביילין ואמרו רק: "אנחנו מציעים לביילין להתרכז בניסיונותיו לעבור את אחוז החסימה".
הפנייה של מרצ לשכבות החלשות לא עזרה לה. חוקקתם את חוק הדיור הציבורי, אבל זה לא הביא לכם יותר מדי קולות בשכונה ד' בבאר שבע. הקולות שלכם עדיין מגיעים משיכון ל' בתל אביב.
"מרצ לא קיבלה בדרך כלל קולות מהשכבות החלשות, אבל היא תמיד דאגה לזכויות החלשים. בזכות הדאגה לחלשים היא קיבלה קולות של מצביעים מהמעמד המבוסס שרוצים להצביע למפלגה שדואגת לחלשים. חקיקה כמו חוק הדיור הציבורי אולי לא הביאה לנו הרבה קולות בעיירות הפיתוח ובשכונות שלמענן היא נועדה, אבל הביאה לנו קולות בשיכון ל' בתל אביב. לדרוש העלאה של שכר המינימום לאלף דולר זה לא מספיק רציני בעיני".
מה ההבדל ביניכם למפלגת העבודה?
"מפלגת העבודה החליפה ראש, אבל היא לא דואגת לעובדים. היא תמכה בממשלה שקיצצה בקצבאות ילדים ובקצבאות למשפחות חד-הוריות. הקיצוץ לחד-הוריות ולקשישים זה פשע חברתי".
אני אף פעם לא אהיה טומי לפיד
שינוי תפסה בזמנו טרמפ על כמה מהרעיונות שלכם, עכשיו אתם מנסים לפנות לקהל הזה של מעמד הביניים ולהחזיר אותו אליכם?
"מי שגנב קולות זה לא אנחנו. הפרדת הדת מהמדינה, שהיא דגלו של לפיד, היתה תמיד דגל של מרצ. הם לקחו את זה ופעלו בדרך של שנאה כלפי החרדים, הם פעלו בדרך מאוד מתוחכמת. הירידה שלנו בבחירות נובעת בחלקה מהפעולה של שינוי, למרות שאנחנו היינו הראשונים שהעלו את הנושא. אבל אנחנו לא נהפוך עכשיו למפלגה של שנאה כמו שהיתה שינוי. ההצטרפות של סופרת חרדית, צביה גרינפלד, לרשימה שלנו, אומרת משהו. מרצ הציגה גם את חברת הכנסת הערבייה הראשונה, חוסניה ג'בארה".
אז מהיכן מגיע מאגר הקולות הפוטנציאליים שלכם?
"קהל הבוחרים שלנו הוא בין מפלגת העבודה, קדימה ושינוי. אני מוכן להתערב שקדימה לא תהיה בכנסת הבאה. היא תעמוד מול אתגרים בלתי צפויים. זו חבורה של אנשים שרבים מהם לא יודעים מה האחרים חושבים. הצבעה בעבורה זו פשוט אלטרנטיווה לפתק לבן.
"אולמרט ישב בחדרו אפוף הסיגר וסידר רשימה. חברי המפלגה הזו לא יודעים מהן העמדות של חבריהם בנושא קצבאות, זכויות ההומואים או התקציב. רוב בוחרי קדימה שמתלבטים, מתלבטים בין מרצ לקדימה ולכן ניתן לשנות את דעתם. מטבע הדברים, ברגע שמספר המנדטים של שינוי מתאפס אז הקהל הזה יעבור אלינו. הקהל שלהם הגיע מאיתנו".
תפנו לקהל הזה באמצעות הסיסמאות של טומי לפיד?
"אני אף פעם לא אהיה טומי לפיד. אני לא רוצה ולא יכול להיות טומי".
אם בוחנים את התנהלותך הפוליטית, נראה שאתה מאוד דומה לאיש היי-טק, אבל אף פעם אתה לא מצליח לעשות "אקזיט" - לממש את הרווח מהרעיונות שלך. בבחירות הקרובות נראה שאתם תגרדו את אחוז החסימה.
"אני סוכן שינוי קלאסי. אני בא למקומות שבהם יש דברים לא תקינים ולא נכונים ומעלה הצעות לתקן אותם. זה לא אומר שכל ההצעות שלי נכונות ושכל ההצעות מתקבלות, אבל מצאתי שלרוב ההצעות שלי יש קונים. כך היה עם לבנון, כך היה עם היציאה מעזה וכך עם פרויקט "תגלית" לסיורי נוער מחו"ל בישראל. לא חשוב כל כך איך קורה השינוי שאני מציע, אלא העובדה שהוא קורה. עובדה שליוזמת ז'נווה שיזמתי יש כיום תמיכה ציבורית של 40%. באתי לפוליטיקה כי חשבתי שאני יכול לשנות את המערכת. אני חושב שבבחירות הקרובות יש לנו סיכוי לקבל 10 מנדטים, לעומת 6-5 מנדטים שנותנים לנו כיום הסקרים".
גם השותפים שלך בצד הפלשתיני, הפתח, שחתמו איתך על הסכם ז’נבה, כבר מחוץ לתמונה והחמאס תפס את מקומם. אתה מצדד באי העברת המסים שישראל גובה עבור הפלשתינאים לרשות?
"אנחנו חתומים על הסכמי פאריס המחייבים אותנו להעביר את הכסף לרשות. הכסף שגבינו אינו שלנו ואין לנו רשות להחזיק בו. אם אנחנו מחליטים שהכסף משמש לטרור או למעשים בלתי חוקיים אחרים, אנחנו יכולים שלא לגבות אותו. אם יתברר שהרשות נהפכה לגוף טרוריסטי, זה מה שאמליץ לעשות".
ומה לגבי כספי התרומות שמעבירים להם האירופים והאמריקאים?
"שוחחתי עם חווייר סולנה מהאיחוד האירופי ועם ג'יימס וולפנזון, שליח הקווארטט, ואמרתי להם שזו ההזדמנות לנצל את הכוח שבידיהם. אמרתי להם שאם חמאס יעמוד בסירובו להכיר בישראל ולהימנע מטרור, יש להפסיק את התמיכה ברשות. בעניין הזה אני אפילו יותר קיצוני מקדימה ומהעבודה".
אתה גדלת לצדו של שמעון פרס. איך אתה רואה את המעבר שלו לקדימה?
"בשבילי הוא יישאר ידיד, אבל אני לא מבין אותו. אני לא יודע איך הוא מסביר לעצמו את המעבר לקדימה. מה יש לו לחפש שם, אחרי מה שקרה לשרון. אנחנו עוד נפגשים לפעמים, מדברים על מה ששנינו אוהבים: ספרים".
האג'נדה הכלכלית של ביילין
כדי לבדוק עד כמה משופשפת האג'נדה הכלכלית של ביילין, זרקנו לו כמה סוגיות בוערות ונתנו לו את הבמה להצגת עמדותיו. להלן התוצאות:

שכר לימוד לסטודנטים: "אנחנו בעד מימוש המלצות ועדת וינוגרד להפחתה של עד מחצית משכר הלימוד".
עובדים זרים: "אני מצדד בהעלאת שכר העובדים הזרים ובהשוואת ההפרשות הסוציאליות על שכר עבודתם באופן שמעסיק לא יבחר בעובד זר כי הוא זול יותר, אלא רק במקרים שבהם לא ניתן להעסיק עובד ישראלי בעל הכישורים המתאימים".
העלאת שכר המינימום: "אני מצדד בהעלאת שכר המינימום ב-15%. מפעל שאינו יכול לעמוד בתשלום שכר כזה - אין לו לדעתי זכות קיום".
תקציב הביטחון: "אני בעד קיצוץ דרסטי בתקציב הביטחון, בכמה מיליארדי שקלים. הדיונים על קיצוץ תקציב הביטחון תמיד גולשים להתעסקות בפנסיה של האלוף משנה, אבל זה כסף קטן יחסית לתקציב. בשדה הקרב העתידי לא צריך כל כך הרבה טנקים ויש מערכות אחרות, אפילו מטוסים, שאפשר לקצץ בהן. זה לא שאני דואג לביטחון המדינה פחות מאחרים. קשה להתחרות במרצ בכל הקשור לדאגה לביטחון המדינה".
קשרים בין הון לשלטון: "אנשים שנכנסים למערכת הפוליטית צריכים להציג את כל מערכת הקשרים שלהם ומי מממן אותם. הציבור צריך לדעת אם התרומות האלה השפיעו על שיקול הדעת של הנבחרים. צריך גם לצמצם את תקרת ההוצאה שמותר למועמד להוציא במסגרת הבחירות המקדימות. אנחנו קבענו את תקרת ההוצאה הנמוכה ביותר - 25 אלף שקל. אנחנו גם מציעים ענישה אלטרנטיווית לאישי ציבור. הענישה היחידה הקיימת כיום לנבחרים היא בחוק הכללי, בעוד שעובדי מדינה, למשל, יכולים לעמוד לדין ולהיות מורשעים גם על עבירות מינהליות. יש להחיל את העבירות המינהליות גם על נבחרים. אפשר לעשות את זה באמצעות הקמת בית דין, או באמצעות בית משפט רגיל שישפוט את הנבחרים בהתאם לחקיקה מיוחדת בעניין עבירות מינהליות של אישי ציבור. אנחנו תובעים לבטל את חוק הג'ובים, המרחיב את האפשרות למינוי מקורבים".
טיפול בעוני: "אנחנו בעד תמריצים למעסיקים שיעסיקו אוכלוסיות מיוחדות, כמו נכים או בני זוג של מובטלים או אנשים שהיו באבטלה ממושכת. אני מעדיף העלאה של שכר המינימום על פני מס הכנסה שלילי, אבל אני לא שולל מס הכנסה שלילי על חשבון נקודות זיכוי בלתי מנוצלות. מס הכנסה שלילי מעורר סכנה שמעסיקים יורידו שכר באופן שלעובדים לא יהיה כל רווח מתשלומי הממשלה".
פתיחת רגליים ליבוא (אמירה של שלי יחימוביץ): "אני לא אוהב את הסגנון ולא את האמירה. כסגן שר האוצר, פעלתי לחשיפה מדורגת ליבוא. החשיפה גורמת לעתים לסגירת מפעלים שלא עומדים בתחרות, אבל מיטיבה עם רבים שנהנים ממוצרים זולים יותר ושכרם הריאלי עולה. החשיפה ליבוא סייעה בבלימת האינפלציה והמרוויחים העיקריים מכך הם בני השכבות החלשות".
פנסיה: "אני מציע תוכנית לפנסיה באמצע החיים. התוכנית תאפשר לאנשים לצאת לאחר כמה עשרות שנות עבודה לפנסיה של שנתיים-שלוש, ללמוד ולהשתלם, ולחזור לעבודה. שנות החופשה יושלמו על ידי דחיית גיל היציאה לפנסיה. את הרעיון העלה פרופ' דני יעקובסון ואנחנו אימצנו אותו".
ריכוזיות במערכת הבנקאות: "אני לא אוהב את הריכוזיות כי היא אנטי-תזה לתחרות. הבנקים הקטנים נעלמו. אין לי פתרון פשוט, האוליגפול של הבנקים הגדולים חזק מאוד. תמכתי בוועדת בכר. האם בזה יסתיים העניין? לא. הבנקים יישארו חזקים וזה תהליך לא בריא בעיני".
מדשדשים כל הדרך אל הקלפי
במסיבת עיתונאים שנערכה השבוע בבית סוקולוב בתל אביב לרגל השקת הקמפיין החדש של מרצ היה אמור יוסי ביילין, יו"ר מרצ, להציג את "הנבחרת המנצחת" של המפלגה - עשרת השמות הראשונים ברשימה - ולדבר בשבחם. למי שמצהיר בהזדמנויות שונות כי "10 מנדטים למרצ הם בהחלט הערכה ריאלית", למרות שהסקרים מנבאים רק חצי מזה במקרה הטוב, זו לא היתה אמורה להיות משימה מסובכת. אלא שביילין, שקרא את דבריו מהדף, לא זכר. בהתחלה דילג על אילן גילאון, אחר כך על מוסי רז, שניהם חברים ותיקים ומוערכים במפלגה.

לפני שנתיים, כשנבחר לראשות מרצ, נתפש ביילין כרכש מקצועי משובח. הישגיו בתחום המדיני ובתפקידו כשר המשפטים, ודימויו כאחד הפוליטיקאים המקצועיים והאינטליגנטיים ביותר במערכת הפוליטית בישראל, היו אמורים להרים את מרצ המדשדשת, לרענן את השורות ולהביא קהלים חדשים למפלגה. כיום מנשבת כלפיו במפלגה רוח של ניכור. שלא לציטוט נוהגים ותיקי המפלגה למנות את קשייו בהבנת יחסי אנוש ופוליטיקה פנים מפלגתית, את היעדר הכריזמה שלו בהופעות בתקשורת, אומרים עליו שהוא נטול חמימות ולא מצליח לסחוף אחריו אנשים, שהוא מתנשא ומקבל החלטות לבד.
כשהודיע קבלן הקולות ויו"ר סניף תל אביב במרצ, ישראל כהן, על פרישתו מהמפלגה והצטרפותו לעבודה, הוא האשים את ביילין שהפך את מרצ ממפלגה עממית "של אנשים שהולכים לשחק שש-בש בים" למפלגה אליטיסטית שראשה "מקפץ בין קוקטיילים באירופה". ספק אם כמה מחברי מרצ היו אי-פעם פרטנרים טובים לשש-בש, אך ברור שמנהיגותו של ביילין מעצימה את הצד האליטיסטי בדימוי המפלגה, אחרי שבמערכות הבחירות הקודמות היא התאמצה להפגין דווקא את הפן החברתי שלה. הקמפיין המתחכם של מרצ עד כה, עם סיסמאות "יפי הנפש" ו"שמאלנים מנותקים", מדגים זאת היטב.
מה שעוד מאפיין כיום את מרצ בהנהגת ביילין הוא אובדן האידיאולוגיה ככוח מניע. מפלגה שהיתה ידועה בזכות לוחמנותה האופוזיציונית והנאומים המצליפים של ראשיה, מדברת כיום בטון מפוכח על כניסה לממשלה בראשות קדימה, עם העבודה או בלעדיה, ולא מציינת קווים אדומים. מפלגה שנחשבה פעם לסמן שמאלי מדיני מובהק, מעמעמת את המסר המדיני שלה ("נדבר עם חמאס רק אם יכיר במדינת ישראל ויתנער מהטרור") כך שאינו שונה בהרבה מזה של העבודה וקדימה, ואינה מבליטה את המצע הכלכלי-חברתי שלה, שם העבודה כבר עקפה אותה משמאל.
לביילין יש ודאי השפעה על כך, שכן ביילין, כפי שמוכיח הרקורד שלו, הוא פרגמטיסט, לא אידיאולוג. הישגיו בתפקידים שאותם מילא ובפעילותו המדינית לא לבשו צורה של חזון אידיאולוגי סדור, אלא של תוכניות פרגמטיות שאותן צריך כל צד ליישם, בכפוף למפה וללוח זמנים. באתר הבחירות שלו הוא אף מזכיר את "סוף העידן האידיאולוגי". אלא שבפוליטיקת בחירות, כמו בכדורגל, צריך רעיון או דימוי חזק, כזה שמדבר אל הבטן, כדי לעורר אצל הבוחר את הלהט לתמוך במפלגה אחת ולא באחרת. את זה מרצ בראשות ביילין לא הצליחה עד כה לספק.
האחים ביילין
נדמה שלא יכול להיות פער גדול יותר בין אופיים התזזיתי של האחים ביילין - גיל (33) ואורי (27), שניהם פרסומאים במשרד הפרסום מקאן אריקסון - לבין התדמית השקטה והרגועה של אבא שלהם, ראש מפלגת מרצ יוסי ביילין.
אורי התחיל את הקריירה המקצועית שלו במשרד הפרסום אדלר-חומסקי ולמד את רזי המקצוע מראובן אדלר, יועצו הקרוב של אריק שרון - יריב פוליטי מר של אביו. משם עבר למקאן אריקסון, לתפקיד קופירייטר. גיל התחיל בטלוויזיה, בצד של התוכן, בתפקיד זוטר במהדורת החדשות המקומיות של ערוצי זהב. משם עבר לערוץ 2 - לקשת - בתור תחקירן זוטר ומשם לערוץ 10, כאחד מעורכי מהדורת החדשות המרכזית וכעורך רצועת הבוקר.
כיום עומדים השניים בראש יחידה קטנה בשם "מקאן טנק": אורי על הקריאייטיב, גיל על ההתנהלות העסקית. "אנחנו עושים קריאייטיב אלטרנטיווי. דברים שלא ניתן לשדר בערוץ 2 כי הרגולציה לא תאפשר זאת, מהלכים קטנים אבל גדולים, כאלה שמשאירים חותם, אבל עם תקציב קטן", מסביר גיל.
"לפני חודש עשינו מודעה להולידיי אין", מספר אורי. "זה היה יום אחד בלבד אחרי אירוע המוח הראשון של אריק שרון. לקחנו תמונה של שרון, הצמדנו לה את הכותרת 'לא הגיע הזמן להירגע?' ובמודעה עצמה המלצנו לשרון לצאת לחופש. זאת היתה מודעה שעשתה רעש גדול. יומיים לאחר מכן, כשהוא יצא מבית החולים, אריק התקשר לאבא שלנו ופירגן לנו על המודעה. הוא לקח את זה בהומור".
אם יכלו האחים ביילין להימנע משיחה על פוליטיקה, הם היו שמחים. "בבחירות האחרונות הצבענו סלקום", הם אומרים בציניות. "טוב, נו, זה ברור שאנחנו מצביעים לאבא", הם אומרים.
אבא התייעץ לגבי קמפיין "שמאלנים מניאקים"?
"כן, ואמרנו לו שמרצ במצבה היום צריכה לעשות גלים. עכשיו מרצ נמצאת במצב שבו אם כולם - כולל קדימה - הם בעצם שמאל, אז מרצ צריכה להצדיק את קיומה", אומר אורי. "אבל אבא שלנו מבין הרבה מאוד בתחום והוא מעורב מאוד בהחלטות על הקמפיין של מרצ".

While dual-core processors made a big splash in the chip market last year, industry observers say multi-core efforts are well on their way.
''Enterprises have no real choice about adopting dual-core any more than they had about adopting higher frequencies in the past,'' says Gordon Haff, an analyst at Illuminata Inc., an IT analyst firm based in Nashua, N.H. ''The cut over has started and will happen rapidly.''
But dual core is really only the beginning.
Intel and AMD already are talking about quad-core architectures being due within a year or so. And outside of the x86 arena, dual-core is old hat. IBM, for example, introduced dual-core POWER processors in 2001. Similarly, Sun Microsystems has long made dual-core SPARC chips, and recently released the Sun UltraSPARC T1 microprocessor with eight cores.
Intel and AMD, then, have a lot of catching up to do. But their recent dual-core efforts and ambitious timelines for multi-core products mean the enterprise server processor architecture is about to undergo a radical shift.
''Enterprises must either adopt multi core or stick with slower chips,'' says Haff.
The Dual-Core Sprint
In many ways, dual-core x86 technology represents the end of the battle to see which chip maker could raise clock-frequency the fastest. This sprint saw the market move from 500 MHz chips to 3 GHz-plus models within a few years.
Unfortunately, CPU power consumption increased alarmingly as chip designers pushed the envelope. To speed up transistor performance to attain a clock frequency boost of 20 percent, for example, it might require as much as a 50 percent boost in power.
Dual-core designs have made great headway in reversing this trend with a less-is-more approach. By the simple expedient of lowering the frequency of each core by 20 percent, both cores use about the same amount of power as a single-core chip at the higher frequency. This adds up to a performance boost of 1.7 over single-core designs for the same amount of power consumption.
''Henceforth, those who need more performance must exploit parallelism -- multiple processors, often on a single silicon die,'' says Nathan Brookwood, an analyst with Insight64, a San Jose, Calif.-based analyst firm specializing in the semi-conductor market. ''AMD is winning the dual-core server race.''
Some would characterize AMD's start as more like having lapped Intel than having taken an early lead. The company has kept up a barrage of dual-core announcements since the spring and offers an array of products. The AMD Opteron dual-core processor is offered in the 100 series (1-way), the 200 series (up to 2-way) and the 800 series (up to 8-way). It has four chips available for each category. These range from 1.8 GHz to 2.4 GHz.
The latest to the hit the market are the x80 chips run at 2.4 GHz. The dual-core AMD Opteron processor Model 880, for example, is an eight-way, 16-core chip, while the Model 280 is a two-way, four-core version, and the Model 180 is available for one-processor, two-core servers and workstations.
AMD positions the technology in terms of 'more bang for your buck' by providing far more power for less cooling. According to AMD, this represents a potential annual savings of $50,000 for a datacenter with 500 two-way systems, compared to using Intel-based non-dual-core alternatives. The company promotes its processors as giving significant performance gains while operating in the same power and cooling infrastructure as single-core processors. As a result, fewer servers can do the job of many, helping to lower operating costs.
This effect is then multiplied by AMD PowerNow technology that enables servers and workstations to power down processors based on usage. AMD spokespeople say this can reduce CPU power consumption by 75 percent during idle time, further decreasing the strain on datacenter cooling and ventilation systems.
Not surprisingly, the big server OEMs are getting behind dual-core.
HP added these new chips to its ProLiant servers and workstations. The AMD Model 880 processor, for example, is now built into the four-processor/eight-core HP ProLiant DL 585 and BL45p servers, while the AMD Model 280 chip is part of the two-processor/four-core ProLiant DL385, DL145, G2, BL25p and BL35p. Sun Microsystems, too, was fast to adopt AMD dual core. One-, two- and four-way dual-core Sun Fire servers have already been released.
AMD reports that more than half the Opteron chips it ships are now dual core. Within a year, the company expects that percentage to be close to 100 percent.
Who is buying?
Enterprises appear to be using dual-core in general IT infrastructure servers, as well as in databases, Cirix clients, and in high-performance computing (HPC). Corporate IT systems currently optimized for symmetrical multiprocessing (SMP) multi-threaded applications, in particular, should see big performance leaps by using multi-core processors.
Penn State University's research computing department, for example, is using SunFire dual-core V40z servers in a compute cluster to run various engineering, mathematical, and scientific calculations. These four-way, eight-core 2.2 GHz machines have 32 GB of memory.
''Dual-core technology is one of the most significant advances of the past five years,'' says Vijay Agarwala, director of HPC and visualization at Penn State University. ''Sun's new dual-core Opteron systems allow the university to almost double its processing core capacity while maintaining the same heat and real-estate footprint.''
Another fan of dual core is Mark Kapczynski, CEO of MESoft, Inc., a media technology company based in Burbank, Calif. MESoft uses AMD Opteron to capture, edit, and render TV and movies. The company is constantly looking for the fastest servers and processors in order to match or better the quality of programming available with analog video technologies.
MESoft initially deployed Intel Xeon quad processors about three years ago. Due to poor performance, it switched to AMD Opteron quads and noticed a dramatic improvement, says Kapczynski. The company recently added four dual-core machines.
''We see most throughput advance with dual-core on our capture and encoding boxes that take in massive amounts of High-Definition digital data at a rate of 1.5 Gb per second,'' says Kapczynski. ''We are now getting equal or better performance with two dual-core Opterons compared to our older Opteron 4-way processors.''
Who is the Turtle?
Intel has suffered a heavy beating in the media due to its sluggish start with dual-core server processors. But it would be foolish to discount the companys ability to narrow the gap. It accomplished exactly that, after all, with 64-bit technology. AMD raced ahead at the start and gained a lead of more than a year. Yet within six months of the launch of 64-bit Xeon processors, Intel had sold three times as many x86 64-bit processors as AMD.
Intel recently began to release some products to market starting with a dual-core Pentium D processor-based platform for entry-level one-processor servers. This was followed in the past few weeks with the release of dual-core Xeon chips. The dual-core Intel Xeon processor 7000 sequence, formerly named Paxville MP, for example, offers speeds of up to 3.0 GHz and a 667 MHz dual independent system bus for servers with four or more processors.
Next will come dual-core Itanium processors and further up the line, a quad-core processor, codenamed Tigerton, is said to be released sometime in 2007. In total, 15 multi-core projects are underway. The company has set the goal of 85 percent of its server processors being dual-core capable by the end of this year.
Some analysts characterize the dual-core race as being a match between the nimble AMD versus a ponderous and failing Intel. Others, however, see it as another example of the turtle and the hare -- AMD races ahead, while Intel plods on and eventually wins.
''Intel is playing catchup with dual-core AMD Opteron,'' says Haff. ''But Intel is back on track strategically and now it's a matter of which company can execute best over the next couple of years.''
And whoever wins, it seems certain that within a year or less, the market will have transitioned almost totally to dual-core technology.
''Every new system we buy will be dual core,'' says Kapczynski. ''It's a win whatever way you look at it -- speed, performance, footprint, overall cost and heat.''
Sun Moves Beyond
Both AMD and Intel are far behind Sun in multi-core technology.
Brookwood talks about UltraSPARC's eight-cores as being far in advance of its x86 rivals. In terms of wattage alone, Sun consumes 70 watts compared to 90 for AMD and 120 to 150 for Intel. Furthermore, its performance lead also is significant.
''The Sun UltraSPARC T1 performs at a level of four or five Dual Core Opteron for some workloads,'' says Brookwood.
That's why Intel and AMD both have announced the arrival of quad-core products over the next year or two. According to Brookwood, AMD seems on course to bring a quad-core Opteron to market by the end of this year or early in 2007. Intel is lagging behind, though, and may struggle to release a quad-core Xeon during the course of next year.

State report: More than 1 in 3 Israeli children live in poverty

The number of poor in Israel has risen sharply since 2000, with a staggering 34.1 percent of children now living in poverty, according to a report issued Monday by the National Insurance Institute.
A total of 1.58 million people now live in poverty in Israel, half a million more than in 2000, when Prime Minister Ariel Sharon took office. The number of poor children has reached 738,000, up from 714,000 last year and 482,000 in 2000.
The report shows that 24.1 percent of Israelis are currently living under the poverty line, up from 18.8 percent in 2000.
The report, which covers the first half of 2005, reveals that there are 403,000 poor families in Israel, representing 20.5 percent of the families in Israel - a figure that is up 9,000 families from last years report. Almost half of these families include at least one wage earner.
During Sharon's tenure as prime minister, the number of poor Israelis grew by 45 percent against an eight percent recorded growth in population. The poverty line, defined as half the median disposable income in Israel, has not changed by much in recent years. In 2000 it was NIS 1,753 per person per month, and has only risen to 1,804 or 5,411 for a family of five.
MKs blast the government for new poverty statistics
The poverty report prompted sharp responses from within the political establishment. In light of the report's findings, Meretz gathered the 25 signatures necessary to call the Knesset to a special debate, despite its recess, to take place on Thursday.
Labor MK Yuli Tamir said that the poverty report "proves that the Bibi [Netanyahu]-Olmert government has abandoned one-fourth of the public, pushing it beneath the poverty line. The government's policy is turning Israel into a third world nation, where the middle class practically does not exist."
Likud sources said in response to the figures, "Only the Likud, under the leadership of Netanyahu, who rescued Israel from collapse, can lead the struggle to overcome poverty now that the national coffers have been filled as a result of the economic policy."

Hadash-Ta'al Chairman MK Mohammad Barakah said that the government "declared a war on the poor and the weak instead of on poverty. In utter impudence, it robbed the remains of the allowances and transferred money to the wealthy.
"Whoever behaves cruelly to another nation will eventually behave cruelly to his own. The poor and the weak will pay the price of the occupation and the settlements."
Attorney Yuval Elbashan (Labor), a social activist that helped draw up Amir Peretz's plan for legal accessibility, said to Israel Radio, "The social policy that was spearheaded by the rightist government in the last five years has pushed the middle class under the poverty line. This is an intentional policy to make Israel attractive to investors by creating a cheap workforce. This is not a natural disaster or the hand of fate or anything else, except for a policy intended to make the rich richer and increase the poverty of the poor."
Meretz MK Zahava Gal-On said, "The government that threw so many people into poverty must be thrown out by the public."
MK Haim Oron, also of Meretz said, "The numbers are terrible - a world record in the poverty rate among developed nations, a world record in the gap between the poor and the rich."
A spokesperson from the Association for Civil Rights said that the NII report "proves that the economic policy of the government in recent years, which included the cutting of pensions, the failure to raise the minimum wage and the low wages of workers from the weaker sectors of society, has harmed the basic right of Israeli citizens to live in dignity."
State report: More than 1 in 3 Israeli children live in poverty

The number of poor in Israel has risen sharply since 2000, with a staggering 34.1 percent of children now living in poverty, according to a report issued Monday by the National Insurance Institute.
A total of 1.58 million people now live in poverty in Israel, half a million more than in 2000, when Prime Minister Ariel Sharon took office. The number of poor children has reached 738,000, up from 714,000 last year and 482,000 in 2000.
The report shows that 24.1 percent of Israelis are currently living under the poverty line, up from 18.8 percent in 2000.
The report, which covers the first half of 2005, reveals that there are 403,000 poor families in Israel, representing 20.5 percent of the families in Israel - a figure that is up 9,000 families from last years report. Almost half of these families include at least one wage earner.
During Sharon's tenure as prime minister, the number of poor Israelis grew by 45 percent against an eight percent recorded growth in population. The poverty line, defined as half the median disposable income in Israel, has not changed by much in recent years. In 2000 it was NIS 1,753 per person per month, and has only risen to 1,804 or 5,411 for a family of five.
MKs blast the government for new poverty statistics
The poverty report prompted sharp responses from within the political establishment. In light of the report's findings, Meretz gathered the 25 signatures necessary to call the Knesset to a special debate, despite its recess, to take place on Thursday.
Labor MK Yuli Tamir said that the poverty report "proves that the Bibi [Netanyahu]-Olmert government has abandoned one-fourth of the public, pushing it beneath the poverty line. The government's policy is turning Israel into a third world nation, where the middle class practically does not exist."
Likud sources said in response to the figures, "Only the Likud, under the leadership of Netanyahu, who rescued Israel from collapse, can lead the struggle to overcome poverty now that the national coffers have been filled as a result of the economic policy."

Security officials are intimately familiar with the phenomenon of terror attacks that originate outside Israel's borders. Various findings uncovered in the wake of past bombings showed that although the terrorists and explosive devices were local, a large overseas infrastructure financed attacks and pushed for their execution.
During Thursday's meeting, Mofaz said "we possess conclusive evidence that the attack is a direct result of the terror axis operating against Israel at all times." Defense officials were able to trace, based on "unequivocal evidence," the funding of the attack to Iran. Meanwhile, the Islamic Jihad headquarters in Damascus was the one to provide operative orders that resulted in the bombing, according to the evidence.
The execution of the attack was entrusted with an Islamic Jihad cell in the West Bank town of Nablus, where the suicide bomber originated.
Response remains same
Despite the charges of Iranian and Syrian complicity in the attack, defense officials do not intend to change the pattern of counter-terror operations at this time, particularly in light of the current sensitive junction and the upcoming Palestinian elections.
During Thursday's consultation, Minister Mofaz ordered the IDF and Shin Bet to continue operating against Islamic Jihad targets in the northern West Bank, tighten the siege around Nablus, and boost operations in areas where the security fence has not yet been completed.
Meanwhile, defense officials will continue examining the route taken by the suicide bomber from Nablus to Tel Aviv. At this time, security authorities do not know which vulnerabilities were used to perpetrate the attack. However, according to some estimates, the terrorist may have passed through Jerusalem, where the security fence has not yet been completed.
Mofaz's declarations regarding Iranian and Syrian involvement in the attack come against the backdrop of a meeting between the two countries' leaders tonight. The defense minister characterized the Ahmadinejad-Assad summit as a "terror summit" and said the Iranian president is currently in the only place in the world where he's welcomed.
Security officials said remarks by the two leaders in Damascus overnight attest to their support of terrorism against Israel. Among other statements, Ahmadinejad and Assad said "the continued Palestinian resistance is the only way to regain the Palestinian nation's legitimate rights over the occupied Islamic territories."
Mofaz noted the Iranian-Syrian "terror axis" is not only Israel's problem and said he turned to American, European, and Egyptian officials in order to present to them the incriminating evidence, which he said leaves no room for doubt.

Apple Computer Inc. won't thwart users from loading Microsoft's Windows operating system onto its new Intel-based Macintosh computers — but don't expect Apple to start offering a Mac running Windows.
Phil Schiller, Apple's senior vice president of worldwide product marketing, said in an interview Tuesday that the company won't sell or support Windows itself, but also hasn't done anything to preclude people from loading Windows onto the machines themselves.
"That's fine with us. We don't mind," Schiller said. "If there are people who love our hardware but are forced to put up with a Windows world, then that's OK."

Skype and Netgear unveil standalone Wi-Fi phone
Skype and Netgear yesterday announced the arrival of the world's first Wi-Fi phone designed to work over the international VoIP (voice over IP) network.
The product does not require a PC, cables or headphones, and users will be able to use it straight out of the box on any wireless network after entering a username and code.
The phone will allow users to make global phone calls free of charge, regardless of geography, and is expected to become available at some point in the first quarter of 2006.
Pricing will also be announced then.
Netgear chief executive Patrick Lo expressed optimism on the consumer benefits the technology could bring.
"We will free people from the inability to call people around the world because it's too expensive," he said.
Skype is the first to offer such a service free of charge. It plans to create revenue through premium features like SkypeOut, and voicemail and call forwarding services.
Mr Lo indicated that the product will initially be aimed at consumer rather than corporate markets.
"The business community will require more upscale [devices]," he said. "You have to be able to roam between access points."

A news report that Google Inc. has been in negotiations with retailers to sell a Google PC had the blogosphere buzzing Tuesday.
The Los Angeles Times reported that the search engine giant has been chatting with Wal-Mart Stores Inc. and others to sell a computer that would run a Google-developed operating system, not Microsoft Corp.'s Windows.
Larry Page, co-founder and president of products at the Mountain View, Calif., company, could use his scheduled Friday keynote at the Consumer Electronics Shows in Las Vegas to either unveil a Google computer or announce a deal with a major retailer to sell what would be a low-priced machine, the newspaper said.
The report unleashed lots of speculation and commentary among bloggers. Here's a sampling:

"Anything is possible, but just because it's possible, doesn't mean that it's feasible," Wilcox said. "It's not that they can't do it, but can they make it successful."
Wal-Mart has offered low-cost Linux PCs through its Web sites, but have yet to sell them in its stores, Wilcox said. In addition, while Google may be interested in offering a computer that would give quick access to all its services, the idea of such an "Internet PC" that runs applications through a browser was available in the late 1990s, but failed in the market.
Given the price of PCs today, some already selling for as low as a couple hundred dollars, offering a low-cost PC alone isn't enough of a reason to attract buyers, Wilcox said. "It has to run applications that people use."

2005 was turning point for Linux: Business Week

Open-source software isn't a new phenomenon. It has been winding its way through the tech world for decades, starting with Richard Stallman's Free Software movement in 1980s. But only in recent years have businesses warmed to the promise of low-cost, openly available software. In fact, open-source programs have become so popular, they now pose a legitimate threat to the established software giants.
Looking back, 2005 will likely be viewed as a turning point. It was a year when CIOs signed off on open-source projects, a big change from previous years when that happened only after low-level engineers started such projects on their own initiative. It was a year when venture capitalists woke up to the new business opportunities of open source. It was a year when open source was the word on the lips of not just early adopters but of an early majority. According to a new study by consulting firm Opteros, 87% of organizations are now using open-source software, somewhere.
BusinessWeek Online paused in the final days of 2005 to poll a dozen experts, investors, early adopters, and entrepreneurs to get their take on the five biggest open-source events of 2005 -- as well as what to expect for 2006. The following are based on their responses.
1. Red Hat finally proves to everyone it can make money from free software. It took Red Hat (NasdaqNM:RHAT - News), which sells and supports a version of the Linux operating system for businesses, nearly 10 years to find its footing, but boy has it. On Dec. 22 it announced stellar third-quarter earnings, with revenues up 43.6%, to $73.1 million, and profits up 114%, to 12 cents per share.
Finally, the Linux movement has a pure open-source success story to point to, and as practically the only vendor that's publicly traded, Red Hat has become a hot commodity. The stock is trading north of $28 as of Dec. 27, up from $13.06 at the beginning of 2005 -- a boost of more than 110%.
And Wall Street is bullish about next year. "Red Hat is one of the best-positioned stocks in software and should be able to further capitalize on the growing demand for open source," wrote Credit Suisse First Boston analyst Jason Maynard in a post-earnings research note.
2. Sun Microsystems open sources everything -- except Java. One reason Linux is becoming mainstream is the broad endorsement from just about everyone who matters in techdom, whether it's Dell (NasdaqNM:DELL - News) or Hewlett-Packard (NYSE:HPQ - News), whose servers run Linux, or IBM (NYSE:IBM - News), which is making a name in open-source support and integration.
Enter Sun Microsystems (NasdaqNM:SUNW - News), which made a bold move in late November to open-source almost all of its software except Java. The move transformed Sun into one of the largest open-source software players overnight. Yet critics have complained that what open-source developers really want is Java.
Several experts expect that Sun might finally capitulate in 2006. "It took them a long time to realize if you don't open-source and you're not a market leader, you're dead," says Peter Yared, CEO of open-source startup Active Grid and a former Sun executive.
Novell (NasdaqNM:NOVL - News) is another company trying to revive its business through open source. The results have been mixed since it bought Red Hat competitor Suse Linux two years ago. Look for 2006 to be the year it gets its act together -- or gets a new management team (see BW, 10/31/05, "Cold Realities for Novell").
3. Motorola bets big on mobile Linux. Linux is commonplace on servers and is working its way onto many desktops around the world. But desktop- and server-makers don't have to worry about details like battery life. Wireless-phone manufacturers do, and that's Linux' next great frontier. Open Source Development Labs, a nonprofit group that governs and advocates for Linux, formed a Mobile Linux Initiative in October to address these problems.
Even more exciting for penguin lovers, Motorola (NYSE:MOT - News), the second-biggest handset maker in the world, announced that Linux would be its standard operating system for the bulk of its future phones. If the OSDL makes progress on the code, other handset makers could follow suit in 2006 (see BW Online, 11/8/05, "Linux Answers Phone Makers' Call").
4. Firefox goes mainstream. The bulk of open-source strides have been made in the business world, as most Linux phones are only sold in China, and Microsoft (NasdaqNM:MSFT - News) still dominates the desktop. Firefox is an important exception. The popular browser marked its 100 millionth download in October just before its first birthday, proving how well a mass market can accept open-source software when done right.
"There was a question as to whether we (open-source developers) could do user interfaces, and that's much less of a question now," says Bruce Perens, head of developer relations for open-source startup SourceLabs. Perens and some others think Linux desktop programs could gain steam among consumers in 2006, particularly in emerging countries in Asia and South America where Microsoft's Windows hasn't gained dominance.
5. Venture capitalists wake up to open source. Industry estimates show some $400 million was invested in open-source startups in 2005. Two types of companies dominated the landscape: First, so-called application companies, such as SugarCRM which makes customer relationship management software for companies and aims to compete with Siebel (NasdaqNM:SEBL - News) and Salesforce.com (NYSE:CRM - News).
The other category is services companies, which play the middleman between open-source projects and the info-tech departments at large corporations. Companies such as SpikeSource and SourceLabs test and maintain applications like SugarCRM for companies (see BW Online, 10/3/05, "Open Source: Now It's an Ecosystem").
There's a lot of skepticism about these newer entrants. A few are hits, such as MySQL, which makes open-source database software and is said to be closing in on $40 million in revenues this year. But not too many others are showing much traction.
In 2006, they'll have to put up real revenues or shut down. All in all, it has been a pretty great year for open source. And 2006 may be even bigger and better.

Open-source software isn't a new phenomenon. It has been winding its way through the tech world for decades, starting with Richard Stallman's Free Software movement in 1980s. But only in recent years have businesses warmed to the promise of low-cost, openly available software. In fact, open-source programs have become so popular, they now pose a legitimate threat to the established software giants.
Looking back, 2005 will likely be viewed as a turning point. It was a year when CIOs signed off on open-source projects, a big change from previous years when that happened only after low-level engineers started such projects on their own initiative. It was a year when venture capitalists woke up to the new business opportunities of open source. It was a year when open source was the word on the lips of not just early adopters but of an early majority. According to a new study by consulting firm Opteros, 87% of organizations are now using open-source software, somewhere.
BusinessWeek Online paused in the final days of 2005 to poll a dozen experts, investors, early adopters, and entrepreneurs to get their take on the five biggest open-source events of 2005 -- as well as what to expect for 2006. The following are based on their responses.
1. Red Hat finally proves to everyone it can make money from free software. It took Red Hat (NasdaqNM:RHAT - News), which sells and supports a version of the Linux operating system for businesses, nearly 10 years to find its footing, but boy has it. On Dec. 22 it announced stellar third-quarter earnings, with revenues up 43.6%, to $73.1 million, and profits up 114%, to 12 cents per share.
Finally, the Linux movement has a pure open-source success story to point to, and as practically the only vendor that's publicly traded, Red Hat has become a hot commodity. The stock is trading north of $28 as of Dec. 27, up from $13.06 at the beginning of 2005 -- a boost of more than 110%.
And Wall Street is bullish about next year. "Red Hat is one of the best-positioned stocks in software and should be able to further capitalize on the growing demand for open source," wrote Credit Suisse First Boston analyst Jason Maynard in a post-earnings research note.
2. Sun Microsystems open sources everything -- except Java. One reason Linux is becoming mainstream is the broad endorsement from just about everyone who matters in techdom, whether it's Dell (NasdaqNM:DELL - News) or Hewlett-Packard (NYSE:HPQ - News), whose servers run Linux, or IBM (NYSE:IBM - News), which is making a name in open-source support and integration.
Enter Sun Microsystems (NasdaqNM:SUNW - News), which made a bold move in late November to open-source almost all of its software except Java. The move transformed Sun into one of the largest open-source software players overnight. Yet critics have complained that what open-source developers really want is Java.
Several experts expect that Sun might finally capitulate in 2006. "It took them a long time to realize if you don't open-source and you're not a market leader, you're dead," says Peter Yared, CEO of open-source startup Active Grid and a former Sun executive.
Novell (NasdaqNM:NOVL - News) is another company trying to revive its business through open source. The results have been mixed since it bought Red Hat competitor Suse Linux two years ago. Look for 2006 to be the year it gets its act together -- or gets a new management team (see BW, 10/31/05, "Cold Realities for Novell").
3. Motorola bets big on mobile Linux. Linux is commonplace on servers and is working its way onto many desktops around the world. But desktop- and server-makers don't have to worry about details like battery life. Wireless-phone manufacturers do, and that's Linux' next great frontier. Open Source Development Labs, a nonprofit group that governs and advocates for Linux, formed a Mobile Linux Initiative in October to address these problems.
Even more exciting for penguin lovers, Motorola (NYSE:MOT - News), the second-biggest handset maker in the world, announced that Linux would be its standard operating system for the bulk of its future phones. If the OSDL makes progress on the code, other handset makers could follow suit in 2006 (see BW Online, 11/8/05, "Linux Answers Phone Makers' Call").
4. Firefox goes mainstream. The bulk of open-source strides have been made in the business world, as most Linux phones are only sold in China, and Microsoft (NasdaqNM:MSFT - News) still dominates the desktop. Firefox is an important exception. The popular browser marked its 100 millionth download in October just before its first birthday, proving how well a mass market can accept open-source software when done right.
"There was a question as to whether we (open-source developers) could do user interfaces, and that's much less of a question now," says Bruce Perens, head of developer relations for open-source startup SourceLabs. Perens and some others think Linux desktop programs could gain steam among consumers in 2006, particularly in emerging countries in Asia and South America where Microsoft's Windows hasn't gained dominance.
5. Venture capitalists wake up to open source. Industry estimates show some $400 million was invested in open-source startups in 2005. Two types of companies dominated the landscape: First, so-called application companies, such as SugarCRM which makes customer relationship management software for companies and aims to compete with Siebel (NasdaqNM:SEBL - News) and Salesforce.com (NYSE:CRM - News).
The other category is services companies, which play the middleman between open-source projects and the info-tech departments at large corporations. Companies such as SpikeSource and SourceLabs test and maintain applications like SugarCRM for companies (see BW Online, 10/3/05, "Open Source: Now It's an Ecosystem").
There's a lot of skepticism about these newer entrants. A few are hits, such as MySQL, which makes open-source database software and is said to be closing in on $40 million in revenues this year. But not too many others are showing much traction.
In 2006, they'll have to put up real revenues or shut down. כאזרח, הקדיש דיין עצמו לשני נושאים עיקריים: לגדר ההפרדה ולחינוך - נושאים חשובים ומוזנחים מאין כמותם. התמסרותו הבלתי נלאית לגדר ראויה להוקרה, אף כי אכזבה בצדה. פעם הערתי לו שאין אדם יוצא ידי חובתו בקריאה הסתמית: "גדר גדר" - והוא חייב להתייחס גם לשאלת התוואי. אם התוואי הוא שרירותי וביסודו פוליטי, כי אז מוטב לוותר על הגדר, ששכרה יוצא בהפסדה הביטחוני. דיין לא הסכים איתי, כי רצה להניח את דעת הכל, מרחיבים ומקצרים כאחד. טיפוסים משבשבים לא חסרים לנו, במחילה.
לעומת זאת, הגדיל דיין לתרום כשהלך בשדה החינוך, שהוא שדה שדוף ומלא קוצים ודרדרים. שרת החינוך, לימור לבנת, משאירה אחריה אדמה חרוכה. במקום שלא היו הרבה אנשים שהחינוך על ראש דאגתם - היה דיין איש. גם ב"כנס שדרות", שאותו יזם וארגן, הקצה חלקה נכבדת לנטיעות הרכות, שלבנת לא הספיקה לקצץ, וכנראה שכבר לא תספיק.
במסיבת העיתונאים אתמול, שם דיין את הדגש במכת-השחיתות - והיטיב להדגיש. דיין באמת איש נקי בכניסתו לפוליטיקה, ורק צריך לקוות שנקי גם ייצא ממנה ברבות הימים. יותר קל להיכנס בבגדים ללא-רבב, לרבות בגדים תחתונים, והרבה יותר קשה לצאת באותם בגדים רחוצים למשעי, לאחר התבוססות של שנים ארוכות בבוץ.
"בסביבתו של דיין" - כך נכתב - סיפרו שבשבועות האחרונים חיזרו אחריו מפלגות לרוב "מכל הקשת הפוליטית בארץ". הנחשקות הזאת - בעיני, עוזי, איננה בהכרח מחמאה. אם כל-כך הרבה מפלגות מכל העברים ראו בך מועמד מתאים, שאתה ראוי להן והן ראויות לך, סימן שתעודת הזהות שלך עדיין מטושטשת; וטשטוש איננו מעלה יתרה, ואני באופן אישי מעדיף את החיסרון שבבהירות. לא גששים-חיוורים יסלקו מוקשים ויפרצו דרך.

בית הדין האזורי לעבודה בתל אביב הורה להחזיר לעבודה בכירה במשרד התחבורה שפוטרה מתפקידה, וקיבל את טענתה כי הופלתה על רקע גילה.
העובדת, חסידה קופרברג, בת 61, עבדה במשרד התחבורה כ-30 שנה, מהן 17 שנה כמנהלת אגף בכירה בענף מערכות מידע. לאחרונה היא פוטרה, ופנתה לבית הדין בבקשה להוציא צו שימנע את פיטוריה. היא טענה, כי פוטרה בשל היותה בת 61, ועקב רצונו של שר התחבורה, מאיר שטרית, למנות לתפקיד אדם המקורב לו. קופרברג ביקשה כי בית הדין יקבע, שהליכי הפיטורים בטלים ונעשו מטעמים פסולים, בחוסר הגינות, בניגוד לדין ולהוראות התקשי"ר, ותוך הפרת חוזה עבודתה. עוד ביקשה קופרברג פיצויים בסך של כ-2.3 מיליון שקל.
משרד התחבורה ושירות המדינה טענו בתגובה, כי ההחלטה שלא להאריך את חוזה העסקתה התקבלה משיקולים ענייניים. המשיבים הכחישו כי לשר שטרית יש כוונה למנות את אחד ממקורביו במקומה, וטענו כי אין כל מועמד חלופי לתפקידה, ושמשרתה תאויש בדרך המקובלת.
ואולם בית הדין קיבל את בקשתה של קופרברג, והורה בצו זמני להשיבה לעבודה, תוך מתיחת ביקורת על הליך פיטוריה. בית הדין, בראשות השופטת אריאלה גילצר-כץ, ציין כי מטענות משרד התחבורה "עלול להיווצר הרושם כי עובד בעל ותק יכול ויהיה כאבן ריחיים על צוואר מעבידו", וקבע כי המבקשת הופלתה בידי המשיבים על רקע גילה והוותק שלה.
בהחלטה צוין עוד, כי קופרברג צפויה לפרוש לגמלאות בעוד שנים מעטות, ולכן עלול להיגרם לה עוול אם לא תושב לעבודה בפועל. בית הדין ציין כי בהתחשב בגילה, קופרברג תתקשה מאוד למצוא מקום עבודה חלופי ההולם את כישוריה ואת מעמדה.
בית הדין התקשה להבין את הסיבות להחלטה לפטרה: "ככל שעיינו בראיות שהוצגו בפנינו, התקשינו להבין מה הוביל את המשיבים להפסיק את העסקתה של המבקשת. במקביל, אף נוצר בפנינו הרושם כי הנימוקים אותם מציינים המשיבים כנימוקים לפיטוריה של המבקשת אינם נימוקים סבירים וראויים לפיטוריו של עובד ותיק כל כך".
בית הדין קבע כי קופרברג תישאר בעבודתה עד למתן החלטה אחרת, ולצדדים הוקצבו 30 יום להודיע לבית הדין את עמדתם בדבר ניהול ההליכים בתיק. המשיבים חויבו אף לשלם לקופרברג 7,500 שקל עבור הוצאות המשפט ושכר טרחת עורך הדין.

IBM: Desktop is next Linux frontier

IBM has told Linux developers the desktop is the next frontier, but they must avoid employing the same tactics used against Unix on servers to conquer it.
Steve Mills, IBM's senior vice president and group executive, told Linux developers they need a new value proposition on the desktop. One option is the "managed desktop", something that - unsurprisingly - looks a lot like IBM's Workplace.
Speaking at LinuxWorld on Wednesday, Mills noted that IBM has seen an enormous number of Unix migrations to Linux. The key driver for this is customer desire to replace expensive, under-used Risc-based servers, with cheaper x86 systems.
Mills also took issue with Microsoft, who has been waging a war against Linux by arguing Windows provides better value through improved cost of ownership.
"The cost benefit gets debated and debated and debated. The independent studies have consistently demonstrated a cost advantage for Linux with any typical workload, and it goes beyond the cost of buying the operating system," Mills said.
Pointing to large growth rates in revenue and unit shipments for Linux servers, Mill said the next opportunity for Linux is on the desktop. The market for Linux desktops is growing at a compound annual growth rate of 37 per cent between 2003 and 2007, with 10 million desktops installed by 2004, according to Mills.
Despite this, and the success of Linux on servers, developers should adopt a new approach to selling Linux and not engage in a server-style debate, he said: "Substituting Linux on less expensive hardware to run the same work, which was the server scenario, does not play out in the same way on the client."
Customers are unlikely to swap out a 1980s client/server codebase for a 1990s client/server codebase just because it uses a different concept, Mills noted. Instead, ISV should devise applications that can provision end-users who are running a variety of desktop, laptop and mobile devices, through a centrally managed architecture that provides high-levels of reliability and performance.
IBM is rolling out this particular concept with Workplace. This uses elements of IBM's software portfolio such as WebSphere Portal to supply a front end to applications and server-based data, while opening up desktop environments such as Lotus Notes through a browser.
According to Mills, the Workplace client provides a consistent model for client applications to map to the back end while allowing navigation, workflow and transaction execution to take place through the portal. "Workplace can take richness out to the client... and do it in way that ensures good performance and low latency, but controls the client," he said. ®

IBM: Desktop is next Linux frontier

IBM has told Linux developers the desktop is the next frontier, but they must avoid employing the same tactics used against Unix on servers to conquer it.
Steve Mills, IBM's senior vice president and group executive, told Linux developers they need a new value proposition on the desktop. One option is the "managed desktop", something that - unsurprisingly - looks a lot like IBM's Workplace.
Speaking at LinuxWorld on Wednesday, Mills noted that IBM has seen an enormous number of Unix migrations to Linux. The key driver for this is customer desire to replace expensive, under-used Risc-based servers, with cheaper x86 systems.
Mills also took issue with Microsoft, who has been waging a war against Linux by arguing Windows provides better value through improved cost of ownership.
"The cost benefit gets debated and debated and debated. The independent studies have consistently demonstrated a cost advantage for Linux with any typical workload, and it goes beyond the cost of buying the operating system," Mills said.
Pointing to large growth rates in revenue and unit shipments for Linux servers, Mill said the next opportunity for Linux is on the desktop. The market for Linux desktops is growing at a compound annual growth rate of 37 per cent between 2003 and 2007, with 10 million desktops installed by 2004, according to Mills.
Despite this, and the success of Linux on servers, developers should adopt a new approach to selling Linux and not engage in a server-style debate, he said: "Substituting Linux on less expensive hardware to run the same work, which was the server scenario, does not play out in the same way on the client."
Customers are unlikely to swap out a 1980s client/server codebase for a 1990s client/server codebase just because it uses a different concept, Mills noted. Instead, ISV should devise applications that can provision end-users who are running a variety of desktop, laptop and mobile devices, through a centrally managed architecture that provides high-levels of reliability and performance.
IBM is rolling out this particular concept with Workplace. This uses elements of IBM's software portfolio such as WebSphere Portal to supply a front end to applications and server-based data, while opening up desktop environments such as Lotus Notes through a browser.
According to Mills, the Workplace client provides a consistent model for client applications to map to the back end while allowing navigation, workflow and transaction execution to take place through the portal. "Workplace can take richness out to the client... and do it in way that ensures good performance and low latency, but controls the client," he said. ®

Set in 1981 during the early days of the Israeli settler movement, Joseph Cedar's film "Campfire" has come under fire from religious Jews for its portrayal of a group of early settlers on the West Bank as repressive, self-righteous hypocrites. As Mr. Cedar remarks dryly in the film's production notes, the early settler movement was peopled by "mostly middle-class citizens who used the political atmosphere of the time as an excuse to take advantage of what they considered a good real estate opportunity."
Applying for membership in a rural settlement that has yet to be built is Rachel Gerlik (Michaela Eshet), a lonely, 42-year-old widowed mother of two teenage girls. Acceptance of this fractured family into the community requires that Rachel remarry as quickly as possible. Both children are bitterly opposed to her joining the group.
Beyond casting a jaundiced eye at the community's oppressive communalism, "Campfire" neither endorses nor opposes the settler movement that since 1981 has become an incendiary issue in Israel. But that Mr. Cedar is an Orthodox Jew and former Israeli paratrooper stationed on the West Bank has added to the sting of betrayal felt by the religious conservatives who have boycotted his film.
Despite that hostility, "Campfire" has been warmly embraced by Israel's secular Jews. It won five Israeli Academy Awards, including best picture, director and screenplay, and was that country's Oscar nominee for best foreign film of 2005.
Its broader political implications within Israel notwithstanding, "Campfire" offers an outsider an intimate portrait of family members living in uncomfortably close proximity and straining against one another during a difficult period of transition. Rachel, a tough, attractive woman whose husband died of cancer a year earlier, is tugged this way and that by conflicting desires. She longs for the security and companionship of the community. But because her first marriage was unhappy, she is unwilling to settle for another husband who won't deliver the romantic fireworks the first one didn't provide.
The older daughter, Esti (Maya Maron), blames her father's rapid deterioration from his disease on what she sees as Rachel's neglect and enrages her mother by taking a soldier to the house for sex. The younger daughter, 15-year-old Tami (Hani Furstenberg), is shy but curious about boys; this curiosity precipitates the crisis at the center of the film.
The couple heading the acceptance committee - smug, portly Motkeh (Assi Dayan) and his cold, pragmatic wife, Shula (Edith Teperson) - are the kind of rigid, narrow-minded people you wouldn't want to tangle with on a co-op board. Shula arranges dates for Rachel with two possible candidates for a husband, but when Rachel balks at choosing either one, she loses patience. Neither Yossi (Moshe Ivgy), a kindly 50-year-old bus driver and sad sack who has never slept with a woman and who falls instantly in love with Rachel, nor Moshe (Yehoram Gaon), a plump, self-satisfied cantor, comes close to meeting her pyrotechnical standards.
A crisis erupts when Tami follows a boy on whom she has a crush to a raucous gathering at a holiday bonfire, where a pack of teenage boys are singing lewd songs. The bully of the gang grabs Tami, forces kisses on her, then coerces the other boys to do the same, promising to release her only if she will go further.
This ugly scene of peer pressure and molestation has instant repercussions. As word of the incident spreads, graffiti is sprayed on the outside of the Gerlik house, calling Tami a slut, and Rachel's ability to control her daughters is questioned by the acceptance committee. Motkeh urges Rachel to forget the incident and not report it to the police.
If "Campfire" is solidly acted, it is visually drab and has a haphazard narrative momentum. Even when it visits the site of the future settlement, the camera finds little beauty in the landscape. The movie finally comes apart in a cheery, saccharine finale that feels tacked on, the way a cheap mint consumed after an unpalatable meal is supposed to erase the bad taste with a jolt of sugar.

הצעות לשינוי שיטת הבחירות
לאור ריבוי המפלגות בישראל והקשיים בהקמת ממשלות לאחר הבחירות, בין היתר בגלל ריבוי המפלגות, הועלו לאורך שנות קיום המדינה הצעות שונות לשינוי שיטת הבחירות. מגמת ההצעות היתה להקטין את מספר המפלגות ובכך לפשט את תהליך הקמת ממשלות לאחר הבחירות. כל ההצעות כללו אלמנטים של בחירות אזוריות, אך אף הצעה לשינוי לא עברה את שלב הקריאה הראשונה בכנסת. במידה רבה נבעה הנהגת הבחירה הישירה של ראש הממשלה מהעדר יכולת לשנות את שיטת הבחירות לכנסת.
מאז שנות ה-50 עלו מדי פעם הצעות לשינוי שיטת הבחירות הארצית-היחסית הנהוגה בישראל. מטרת ההצעות היתה להביא להקטנת מספר המפלגות, או לשפר את מצבן האלקטורלי של מפלגות מסוימות. בין ההצעות שהועלו (כולן כהצעות חוק של חברי כנסת):
* הנהגת 120 אזורי בחירה אשר בכל אחד מהם ייבחר נציג אחד, כנהוג בבריטניה. השיטה ידועה בשם "רובית-אישית". בין מציעיה בשנות ה-50 היה דוד בן-גוריון, וב-13 ביוני, 1980 עברה בקריאה טרומית הצעה כזו שהניחו חברי הכנסת יגאל הורוביץ וזלמן שובל (תל"ם). חסרונה העיקרי של שיטה זו היא שנבחר המועמד שקיבל את המספר הגדול ביותר של קולות, אך במקרה שהתמודדו יותר משני מועמדים, אין הוא נהנה בהכרח מתמיכת הרוב באזור הבחירה.
הנהגת כמה עשרות אזורי בחירה אשר בכל אחד מהם ייבחרו כמה נציגים. השיטה ידועה בשם "אזורית- יחסית", והיא הוצעה עוד בתחילת דרכה של המדינה על-ידי חבר הכנסת דוד בר-רב-האי ממפא"י.
* הנהגת שיטה מעורבת שעל-פיה ייבחרו חלק מהנבחרים בשיטה אזורית-יחסית ,או רובית-אישית, והיתר - על בסיס ארצי-יחסי. ההצעה הועלתה לראשונה על-ידי חבר הכנסת יוסף סרלין מהציונים הכלליים, בדצמבר 1958. הוא הציע שייקבעו 30 אזורי בחירה אשר בכל אחד מהם ייבחרו שלושה חברי כנסת, ושלושים חברי הכנסת הנותרים ייבחרו על בסיס השיטה הקיימת. הצעה ראשונה מהסוג הזה נתקבלה בקריאה טרומית בשנת 1972. ב-14 ביוני 1988 התקבלה בקריאה ראשונה הצעה שהוכנה על-ידי חבר הכנסת מרדכי וירשובסקי (ר"ץ) בצירוף חתימותיהם של 43 חברי כנסת נוספים. ההצעה, כפי שעברה בקריאה ראשונה, הביאה שתי חלופות. על פי הראשונה ייבחרו 80 חברי כנסת ב-20 אזורי בחירה על בסיס אזורי- יחסי, ו-40 ייבחרו מרשימות ארציות של המפלגות על בסיס מספר הקולות היחסי שקיבלו באזורי הבחירה. על-פי השנייה ייבחרו 60 חברי כנסת ב-60 אזורי בחירה והנותרים - בשיטה הקיימת, כלומר, כל בוחר יצביע עבור מועמד ועבור רשימה.
לאחר הקמת ממשלת האחדות הלאומית, בשנת ,1984 נעשה ניסיון להגיע להסכמה בין המערך לליכוד בדבר שינוי שיטת הבחירות. הוקמה ועדת שרים פריטטית, בראשות שר הכלכלה גד יעקובי (מערך), אך לא הושגה התקדמות.

בבנקים טענו כי החלת ההוראה מינואר עלולה לגרום לקשיים אצל עסקים קטנים. בנק ישראל: לא מדובר בדחייה אלה בתקופת הסתגלותהבהלה עושה את שלה כנראה: בחודשים האחרונים נתקבלו פניות בפיקוח על הבנקים מהבנקים השונים, מהן מסתבר כי הם עדיין אינם ערוכים תפעולית לתחילת ההוראה החדשה, בדבר איסור החריגה ממסגרות האשראי.בבנקים טענו כי החלת ההוראה בתאריך המיועד - תחילת 2006 - עלולה לגרום לתקלות רבות ולקשיים מהותיים אצל עסקים קטנים, שטרם נערכו כיאות להוראה.לאור זאת, הפיץ הפיקוח על הבנקים בבנק ישראל, טיוטת חוזר אל הבנקים, בה ציין כי יש בכוונתו לאפשר תקופת הסתגלות בת שישה חודשים ביישום ההוראה. בבנק ישראל מבהירים כי לא מדובר בדחיית החלת מכלול ההוראה, אלא בהקלות ביישומה בתקופת ההסתגלות.בטיוטה אשר תידון היום עם נציגי הבנקים, פירט המפקח את ההקלות המתוכננות לתקופת המעבר. ראשית, לא מוטלת על הבנק חובה לסרב לכבד משיכות של לקוחות שחשבונם בחריגה ממסגרת האשראי, וניתנה לבנקים אורכה ליישום סעיף זה בהוראה, עד ל-1 ביולי 2006. המפקח הדגיש בהודעתו כי יש לתת עדיפות עליונה לכך שהלקוחות לא ייקלעו לקשיים עקב החזרות מסיבות טכניות, והוא קורא לבנקים לפעול בזהירות מיוחדת בהחזרות אוטומטיות.ההיתר לבנקים לאפשר חריגות בחשבונות בתקופת ההסתגלות, יאפשר מחד שיקול דעת רחב לבנקים - שלא להחזיר צ'קים וחיובים גם ללקוחות שטרם הסדירו את המסגרת המתאימה לפעילותם, או שטרם השלימו את היערכותם - ומאידך, ללקוחות יינתן פרק זמן נוסף להשלמת ההיערכות.שנית, הותר לבנקים להעמיד או לחדש מסגרות אשראי בתקופת ההסתגלות, גם ללווים עסקיים שסיבות מיוחדות גורמות לכך שלא ישלימו את הכנת הדו"חות הכספיים, תוך פרק הזמן המירבי אשר נקבע בהוראות הפיקוח על הבנקים. מטרתה של הקלה זו, היא להקל על הסקטור העסקי ובפרט על העסקים הקטנים, ולמנוע מהם מצוקת אשראי שתיווצר רק עקב איחור בהגשת דו"חות כספיים לבנקים. עם זאת, המפקח הדגיש כי קבלת הדו"חות הכספיים כשלעצמה חשובה לצורך ניהול סיכוני האשראי של הבנק, וקרא לבנקים להמשיך ולהקפיד על דרישה זו מהלקוחות העסקיים.בטיוטה, הדגיש המפקח כי ככלל, אין לחייב לקוח במסגרת אשראי מסוימת אם איננה דרושה לו או אינו חפץ בה. הבהרה זו ניתנת בעקבות תלונות אשר הובאו לידיעת הפיקוח בדבר מקרים כאלה

בבנקים טענו כי החלת ההוראה מינואר עלולה לגרום לקשיים אצל עסקים קטנים. בנק ישראל: לא מדובר בדחייה אלה בתקופת הסתגלותהבהלה עושה את שלה כנראה: בחודשים האחרונים נתקבלו פניות בפיקוח על הבנקים מהבנקים השונים, מהן מסתבר כי הם עדיין אינם ערוכים תפעולית לתחילת ההוראה החדשה, בדבר איסור החריגה ממסגרות האשראי.בבנקים טענו כי החלת ההוראה בתאריך המיועד - תחילת 2006 - עלולה לגרום לתקלות רבות ולקשיים מהותיים אצל עסקים קטנים, שטרם נערכו כיאות להוראה.לאור זאת, הפיץ הפיקוח על הבנקים בבנק ישראל, טיוטת חוזר אל הבנקים, בה ציין כי יש בכוונתו לאפשר תקופת הסתגלות בת שישה חודשים ביישום ההוראה. בבנק ישראל מבהירים כי לא מדובר בדחיית החלת מכלול ההוראה, אלא בהקלות ביישומה בתקופת ההסתגלות.בטיוטה אשר תידון היום עם נציגי הבנקים, פירט המפקח את ההקלות המתוכננות לתקופת המעבר. ראשית, לא מוטלת על הבנק חובה לסרב לכבד משיכות של לקוחות שחשבונם בחריגה ממסגרת האשראי, וניתנה לבנקים אורכה ליישום סעיף זה בהוראה, עד ל-1 ביולי 2006. המפקח הדגיש בהודעתו כי יש לתת עדיפות עליונה לכך שהלקוחות לא ייקלעו לקשיים עקב החזרות מסיבות טכניות, והוא קורא לבנקים לפעול בזהירות מיוחדת בהחזרות אוטומטיות.ההיתר לבנקים לאפשר חריגות בחשבונות בתקופת ההסתגלות, יאפשר מחד שיקול דעת רחב לבנקים - שלא להחזיר צ'קים וחיובים גם ללקוחות שטרם הסדירו את המסגרת המתאימה לפעילותם, או שטרם השלימו את היערכותם - ומאידך, ללקוחות יינתן פרק זמן נוסף להשלמת ההיערכות.שנית, הותר לבנקים להעמיד או לחדש מסגרות אשראי בתקופת ההסתגלות, גם ללווים עסקיים שסיבות מיוחדות גורמות לכך שלא ישלימו את הכנת הדו"חות הכספיים, תוך פרק הזמן המירבי אשר נקבע בהוראות הפיקוח על הבנקים. מטרתה של הקלה זו, היא להקל על הסקטור העסקי ובפרט על העסקים הקטנים, ולמנוע מהם מצוקת אשראי שתיווצר רק עקב איחור בהגשת דו"חות כספיים לבנקים. עם זאת, המפקח הדגיש כי קבלת הדו"חות הכספיים כשלעצמה חשובה לצורך ניהול סיכוני האשראי של הבנק, וקרא לבנקים להמשיך ולהקפיד על דרישה זו מהלקוחות העסקיים.בטיוטה, הדגיש המפקח כי ככלל, אין לחייב לקוח במסגרת אשראי מסוימת אם איננה דרושה לו או אינו חפץ בה. הבהרה זו ניתנת בעקבות תלונות אשר הובאו לידיעת הפיקוח בדבר מקרים כאלה

Sonya Back again after a few years
Shalom Sam,
A friend found your e-mail address while painting my house, while moving my computer desk. I have so much to share and catch up with you about. Do you still have the stained glass you won with the raffle tickets you purchased for my daughters trip to Australia?
I think I told you that I thought I was a crypto Jew, back when we first started chatting years ago. Well my father finally addmitted to me 2 years ago that he has known since he was 6 years old that he was a Jew. I opened Bat-Tzyion Hebrew Learning Center, Inc. to have a place where the anousim/crypto jews can come and learn about their roots that were taken by force from us for the last 500 years. A year after opening the learning center, I met a Rabbi that was willing to work with those who were ready for their next steps, "making their return back to Judaism". I am almost done with my reversion/conversion. My daughter Rachel has transfered schools to be closer to Rabbi so she can start her process as well. I am very proud of her making this decsion to do her return as well. She is my only hope of rasing the next generation of Jew's in our family. My parents now celebrate shabbat with us, my Mom has done Pesach with us for 3 years now. We are waiting for my Mom's DNA testing to come back, my Dad and brother took the DNA test and it came back being what I suspected. We are levittical Jews. Even the research on my name showed that. "Loya" spelt in hebrew is Levi Ha, "Loya" was a province in Narvarra Spain, during the mid-evil times and was a very prominent Jewish community, it is a name found in the morrocan Jews. A friend of mine who's last name is also Cohen, his ex-sister in laws sister's name is Rachel Loya, her dad is Rabbi, they are Morrocan Jews. That is my daughter's name. Isn't life a an interesting journey? It will be good to hear from you and catch up.

Clinton at Rally Ten Years since assassination of former prime minister Yitzhak Rabin.
I was there of course, Minister of Justice Zipi Livni said she was not there 10 years ago and said that the Rally should not be Political. But all what she said was Political!
David Broza sang Yihiye Tov the way I like it : (Rak Tezu mehashetahim) and Amir Peretz and Shimon Peres both said that we should not wait in Peace Making.

Tens of thousands attend Rabin memorial rally
By Lily Galili and Roni Singer, Haaretz Correspondents and Haaretz ServiceSome 200,000 people on Saturday evening gathered in Rabin square, Tel Aviv, to take part in a memorial rally marking the 10th anniversary of the assassination of former prime minister Yitzhak Rabin by a far-right Jewish terrorist at the exact same square.The central speech at the rally was given by former U.S. president Bill Clinton, who forged a deep bond with Rabin as he sought to broker Mideast peace with the Palestinians and Israel's neighboring Arab states."I loved him very much, and I was in awe of his ability to move from being a soldier to being a peacemaker, a politician to a statesman," Clinton said."If he were here, he would say, 'There is enough of all this missing. If you really think I lived a good life, if you think I made a noble sacrifice in death, than for goodness sakes take up my work and see it through to the end,"' Clinton said."However many days Rabin had left, he gave them up on this spot for you and your future," he said. "He knew he was risking giving them up and he gave them up, too, for all the children of the Palestinians, who deserve the benefit and the blessings of a normal life, as well."On November 4, 1995, while leaving a peace rally, Rabin was assassinated by Yigal Amir, an extremist Jew who considered him a traitor for making concessions to the Palestinians.In his touching speech, Clinton said he "expected to be missing Yitzhak Rabin for the rest of my life."Clinton ended his speech by saying "Shalom Haver," Hebrew for "Goodbye friend," the same words he famously used to bid farewell to Rabin at the Israeli leader's funeral.Images of Rabin, who won a Noble Peace Prize for signing the Oslo interim peace accords with the Palestinians, played on a huge television screen towering over the square.Peretz: Path of Oslo is still aliveAfter receiving a last-minute invitation to the rally, newly-elected Labor Party Chairman Amir Peretz said in his speach that "the path of Oslo [peace process] is still very much alive."The Oslo peace process between Israel and the Palestinians, led by Rabin and then-deputy prime minister and foreign minister Shimon Peres, "is Israel's future and hope," said Peretz, whose victory on Wednesday over Shimon Peres in the Labor leadership vote raised a political storm."I have a dream that one day Israeli and Palestinian children will play together," he said."Violence is gnawing at the essence of Israeli democracy," Peretz said. "Violence is not only in the [Israeli-Palestinian] conflict, it's between us.""Had we stopped the violence in the territories, we would have stopped violence among us. The ongoing occupation in the territories is a recipe for the loss of values in Israel. The event will be the first opportunity for left-wing parties and peace movements to react publicly to the new political reality wrought by Peretz's victory. No one on the Israeli left will want to miss out on the opportunity to differentiate themselves one from another in a large-scale public event to be broadcasted on TV channels in Israel and around the world. Amir Peretz was added to the list of speakers scheduled to address the memorial rally. The announcement came after two days of discussions among rally organizers. It is still unclear how Labor will choose to act at the memorial. Prior to the primary result and ensuing upheaval, the party acquiesced to a request by the Rabin Center organizing the memorial not to turn the rally into an internal party event. "Over the ten years we have learned that any diplomatic, security and political development influences the memorial," says Hemi Sell, who produces the memorial for the Rabin Center. "One must distinguish between what happens on stage and what goes on in the crowd," he adds. "I hope the parties and organizations would know to balance their actions at the rally."
